工程监理各专业间协调管理研究

【摘要】：随着我国基础设施建设力度的加大，每年都会有大量的建设项目出现。工程监理在建设工程中起到的作用越来越大，但各个专业之间的衔接问题特别突出，解决好各专业之间的衔接矛盾既能整体提高监理水平，保证工程质量，又能有效的降低工程造价，节约成本，避免浪费。由于建设工程监理工作是多项业务职能的综合体，，是一项复杂的系统工程，主要工作内容涵盖了“三控制”(投资控制、进度控制、工程质量控制)、“三管理”（合同管理、安全管理、风险管理）和“一协调”（组织协调工作）,对建设工程监理工作内容方式方法范围和深度均有特殊要求。但当前工程建设和设计阶段的监理工作尚未形成系统成熟的经验和理论，特别是各个专业间的协同管理存在一些问题，需要通过进一步研究探索。为更好地解决工程监理各专业间管理存在的问题，本文对该领域国内外研究现状进行了分析，提出了基于PDCA循环模式的工程监理各专业间协调管理方法。协调管理思想、协调管理的机理以及PDCA循环模式的基本原理为该问题的研究奠定了理论基础。最后本文以济南出口加工区孵化器建设项目A楼工程为例，运用PDCA循环模式对工程监理各专业间进行了协调管理，并取得了良好的效果。
[Abstract]:With the increase of infrastructure construction in China, a large number of construction projects appear every year. Engineering supervision plays a more and more important role in construction engineering, but the problem of linking up among different specialties is especially prominent. Solving the contradiction between different majors can not only improve the supervision level as a whole, but also guarantee the engineering quality. And can effectively reduce the cost of the project, cost savings, to avoid waste. As the construction project supervision is a complex system engineering with many business functions, the main work includes "three control" (investment control, schedule control, project quality control), "three management" (contract management), Safety management, risk management and "one coordination" (organizing and coordinating work) have special requirements for the scope and depth of the contents and methods of construction project supervision. But at present, the supervision work in the engineering construction and design stage has not yet formed the system mature experience and theory, especially there are some problems in the collaborative management among various specialties, which need to be further studied and explored. In order to better solve the problems existing in the management of various specialties in engineering supervision, this paper analyzes the present situation of research in this field and puts forward a coordinated management method among the specialties of engineering supervision based on PDCA cycle mode. The idea of coordinated management, the mechanism of coordinated management and the basic principle of PDCA cycle mode lay a theoretical foundation for the study of this problem. Finally, taking the project A building of incubator in Jinan Export processing Zone as an example, this paper uses the PDCA cycle mode to coordinate the management among the various specialties of project supervision, and has achieved good results.
