政府在历史文化街区保护和开发中的角色定位——以福州市上下杭街区保护为例

【摘要】：福州是国家第二批历史文化名城之一,但福州的历史文化街区在保护和开发的过程中却遭到了不同程度的破坏。本文基于对上下杭历史文化街区实地调研的基础之上,对上下杭历史文化街区保护和开发中多利益主体之间的博弈关系进行了分析,并从现代城市文明的角度阐述上下杭历史文化街区对于福州城市的重要性,重点就政府如何在上下杭历史文化街区保护和开发中发挥积极作用、正确进行角色定位提出几点构想和建议。
[Abstract]:Fuzhou is one of the second historical and cultural cities in our country, but the historical and cultural district of Fuzhou has been destroyed to some extent in the course of protection and development. Based on the field investigation of the historical and cultural blocks in Xiaohang, this paper analyzes the game relationship between the multi-interest subjects in the protection and development of the historical and cultural blocks. From the point of view of modern urban civilization, this paper expounds the importance of the historical and cultural blocks of Xiaohang to Fuzhou city, and focuses on how the government can play an active role in the protection and development of the historical and cultural blocks in the upper and lower Hangzhou. This paper puts forward some ideas and suggestions for the correct positioning of roles.
