工程量清单计价模式下施工招投标优化研究

【摘要】:随着市场经济的不断深化,工程量清单计价模式也取得了前所未有的发展,工程量清单模式符合市场形成价格的基本原则,在节约成本和优化市场结构方面表现出了明显的优势。自从2003年实施工程量清单计价模式以来,我国对招投标各阶段的理论知识和实践应用做了不断的分析研究,初步探索出适合中国国情的招投标理论与方法。但是到目前为止,由于我国缺乏健全的法律法规和完善的市场机制,导致我们在解决实际问题的时候,脱离了我们的初衷,造成一系列问题的发生。本文主要在对国内外招投标运行模式进行深入分析研究的基础上,引入“工程控制价C”和“合理低价指标”构建一套适合中国国情的招投标运行模式。 目前,采用经评审的最低价中标法进行评标时,为了追求低价,不重视技术标对商务标的支撑性,低价合理性判定也缺乏客观科学的依据。本文提出将模糊层次分析法应用到经评审的最低价评标过程中。以工程量清单计价规范为基础,结合合理低价指标建立新的评价指标体系,分别构建工程量清单模式下商务标和技术标的综合评标模型,并对两种模型进行了实例论证,证明了该方法的实用性、科学性。将模糊层次分析法定性和定量相结合的特点运用到经评审的最低价评标过程中,不仅可以实现价格的充分竞争,也为技术标对商务标的支撑性提供了可靠的依据。 基于工程量清单招投标新模式,对施工企业投标报价策略和技巧的研究,有利于投标单位根据市场竞争情况、企业技术水平和管理能力等方面的因素针对招标项目进行深入详细的研究,以充分发挥投标企业的竞争优势,报出具有竞争性的价格,最终以合理低价中标。
[Abstract]:With the deepening of the market economy, the bill of quantities pricing model has also made unprecedented development. The bill of quantities model conforms to the basic principle of market price formation. In cost savings and optimization of the market structure showed obvious advantages. Since the implementation of the bill of quantities valuation model in 2003, China has made continuous analysis and research on the theoretical knowledge and practical application of various stages of bidding and bidding, and preliminarily explored the theory and method of bidding suitable for China's national conditions. But up to now, due to the lack of perfect laws and regulations and perfect market mechanism in our country, we have been divorced from our original intention and caused a series of problems when we solve the practical problems. On the basis of deep analysis and research on the operation mode of bidding at home and abroad, this paper introduces "Engineering Control Price C" and "reasonable low Price Index" to construct a set of bidding operation mode suitable for China's national conditions. At present, in order to pursue the low price, we do not attach importance to the support of the technical standard to the commercial bid, and the rationality of the low price is also lack of objective and scientific basis. In this paper, the fuzzy analytic hierarchy process is applied to the evaluation of the lowest price bid. Based on the valuation criterion of bill of quantities and combining with reasonable low price index, a new evaluation index system is established, and the comprehensive bid evaluation models of commercial standard and technical target under the model of bill of quantities are constructed respectively, and the two models are demonstrated by examples. It is proved that the method is practical and scientific. The combination of qualitative and quantitative fuzzy analytic hierarchy process (AHP) is applied to the process of evaluating the lowest price bid, which can not only realize the full competition of the price, but also provide a reliable basis for the support of the technical standard to the business standard. Based on the new bidding model of bill of quantities, the study of bidding strategies and techniques of construction enterprises is beneficial to the bidding units according to the market competition. In order to give full play to the competitive advantage of the bidding enterprises and offer competitive prices, the factors such as the technical level and the management ability of the enterprises are studied in detail in order to win the bid at a reasonable low price.
