多项目管理环境下的业主方施工管理过程绩效评价指标体系

【摘要】:业主方的项目管理对工程项目的成功起着决定性的作用。在多项目管理环境下,企业管理层有测评每个建设项目管理过程绩效的需求。传统的项目后评价对已经建设完成的被评价项目本身无法起到控制作用,而对项目管理过程绩效的研究可以克服后评价的不足。论文考虑了在多项目管理环境下,将业主方施工管理过程绩效作为研究主题,分为两个子问题:如何界定业主方施工管理过程绩效;如何建立业主方施工管理过程绩效评价指标体系。通过文献调研法对相关概念的分析研究,论文将业主方施工管理过程绩效的概念界定为:业主方项目管理部门在工程建设施工阶段对项目进行组织、协调与控制,通过专业、系统的评价指标体系客观地反映出的项目管理过程中组织的管理行为效率及组织行为产生的过程结果的实现程度的综合体现。在此基础上,结合多项目管理环境对项目管理过程绩效的影响,建立了业主方施工管理过程绩效评价指标初始集,采用Delphi法和层次分析筛选指标法对绩效评价指标进行筛选,最终建立了业主方施工管理过程绩效评价指标体系,该体系包括目标控制、资源配置、协调沟通、信息管理四大类共二十七个评价指标。其中目标控制包括成本控制(三个评价指标)、质量控制(四个评价指标)、进度控制(四个评价指标)和其他控制目标(四个评价指标);资源配置包括五个评价指标;协调沟通包括三个评价指标;信息管理包括四个评价指标。并建立了基于层次分析的模糊综合评价方法模型,通过案例研究验证了评价指标体系的可行性。论文建立的管理过程绩效评价指标体系可以为业主方施工阶段提供了有效的项目绩效管理工具,建立指标体系的方法可以为工程项目其他建设阶段或其他项目参与方建立项目管理过程绩效评价指标体系提供借鉴。
[Abstract]:The owner's project management plays a decisive role in the success of the project. In a multi-project management environment, enterprise management needs to evaluate the performance of each construction project management process. The traditional post-evaluation can not control the completed project itself, but the research on the performance of the project management process can overcome the shortcomings of post-evaluation. In this paper, under the environment of multi-project management, the performance of owner's construction management process is considered as the research topic, which is divided into two sub-problems: how to define the performance of owner's construction management process; How to establish the performance evaluation index system of owner-side construction management process. Through the analysis and study of the related concepts by the method of literature investigation, the paper defines the concept of the performance of the owner's construction management process as: the owner's project management department organizes, coordinates and controls the project during the construction stage of the project, and through the specialty, The systematic evaluation index system objectively reflects the efficiency of the organization's management behavior and the degree of realization of the process result in the process of project management. On this basis, combined with the impact of the multi-project management environment on the performance of the project management process, the initial set of performance evaluation indicators of the owner's construction management process is established, and the performance evaluation indicators are screened by the Delphi method and the hierarchical analysis screening index method. Finally, the performance evaluation index system of owner's construction management process is established, which includes 27 evaluation indexes, including target control, resource allocation, coordination and communication, and information management. Objective control includes cost control (three evaluation indicators), quality control (four evaluation indicators), schedule control (four evaluation indicators) and other control objectives (four evaluation indicators), resource allocation includes five evaluation indicators. Coordination and communication include three evaluation indicators and information management includes four evaluation indicators. The fuzzy comprehensive evaluation model based on AHP is established, and the feasibility of the evaluation index system is verified by case study. The performance evaluation index system of the management process established in this paper can provide effective project performance management tools for the owner during the construction phase. The method of setting up the index system can provide reference for other construction stage or other project participants to establish the performance evaluation index system of project management process.
