【摘要】：以电力产业为代表的自然垄断产业实行结构性分离,重构市场主体,是自然垄断产业改革的必然要求。股权多元化则是从企业层面推进垄断行业改革的重要途径。纵观几年来电力企业特别是沪深电力上市公司的改制实践,我们可以看到,从垄断行业存在的体制障碍入手,通过分拆重组和产权多元化改革,可以逐步建立现代企业制度,引入竞争机制,发展电力市场体系,并为准自然垄断企业在将来条件成熟时转向竞争领域奠定制度基础。
[Abstract]:The structure of the natural monopoly industry represented by the power industry is the inevitable requirement of the reform of the natural monopoly industry . The diversification of the equity is an important way to advance the reform of the monopoly industry from the enterprise level . In the past few years , the reform of the power enterprises , especially the Shanghai - Shenzhen power listed companies , can gradually establish the modern enterprise system , introduce the competition mechanism , develop the power market system , and establish the institutional foundation for the natural monopoly enterprises to turn to the competition domain in the future .
