【摘要】：自2010年开展跨境贸易人民币结算试点以来,广西跨境贸易人民币结算取得了良好的效果。为了进一步发展跨境贸易人民币结算,推动广西与东盟国家开放合作,促进沿边金融改革创新,政府相关部门于2013年出台了《云南省广西壮族自治区沿边金融综合改革试验区总体方案》。自治区政府高度重视该项工作,随后制订了《广西壮族自治区人民政府关于建设沿边金融综合改革试验区的实施意见》,在该意见中,发展广西与东盟国家跨境贸易人民币结算是重点工作之一。发展广西-东盟跨境贸易人民币结算,对促进广西沿边开发开放,推动中国-东盟自贸区升级版战略性建设,实现人民币区域化、国际化具有重要意义。但是,目前广西-东盟跨境贸易人民币结算在发展过程中还存在着一些困难和问题。本文详细梳理了跨境贸易人民币结算相关理论,并以此作为理论基础,仔细分析了沿边金融综合改革背景下广西-东盟跨境贸易人民币结算所具备的内部条件和外部环境,认真总结了广西-东盟跨境贸易人民币结算的发展现状和存在的问题,分析了影响它的主要因素,并通过建立模型,对广西-东盟跨境贸易人民币结算额与人民币对美元汇率、消费者价格指数、香港人民存款、广西-东盟进出口贸易总额之间的关系进行实证研究。结果表明,广西-东盟跨境贸易人民币结算额与人民币对美元汇率、消费者价格指数、香港人民存款、广西-东盟进出口贸易总额之间存在长期均衡关系；广西-东盟跨境贸易人民币结算额受人民币对美元汇率、消费者价格指数、香港人民存款和广西-东盟进出口贸易总额的影响,各影响因素对其变动的解释力度从高到低依次为：人民币对美元汇率、广西-东盟进出口总额、香港人民币存款和消费者价格指数。最后,本文分别从政府层面、银行层面和企业层面提出发展广西-东盟跨境贸易人民币结算的政策建议。
[Abstract]:Since 2010, the cross-border trade RMB settlement in Guangxi has achieved good results. In order to further develop cross-border trade RMB settlement. We will promote the opening and cooperation between Guangxi and ASEAN countries and promote financial reform and innovation along the border. In 2013, the relevant government departments issued the "Yunnan Province Guangxi Zhuang Autonomous region border comprehensive financial reform pilot area overall program". The autonomous region government attaches great importance to this work. Then formulated the "Guangxi Zhuang Autonomous region people's Government on the construction of financial comprehensive reform along the edge of the pilot area of the implementation of the opinion," in this opinion. The development of cross-border trade RMB settlement between Guangxi and ASEAN countries is one of the key tasks. It is of great significance to promote the strategic construction of the China-ASEAN Free Trade area upgrade version, to realize the regionalization of RMB, and to internationalize the RMB. At present, there are still some difficulties and problems in the development of RMB settlement of cross-border trade between Guangxi and ASEAN. This paper carefully analyzes the internal conditions and external environment of the cross-border trade RMB settlement of Guangxi-ASEAN under the background of the comprehensive financial reform along the border. This paper summarizes the current situation and existing problems of RMB settlement of cross-border trade between Guangxi and ASEAN, analyzes the main factors affecting it, and establishes the model. This paper makes an empirical study on the relationship between the RMB settlement amount of cross-border trade between Guangxi and ASEAN and the RMB / US dollar exchange rate, consumer price index, Hong Kong people's deposit, and the total import and export trade between Guangxi and ASEAN. There is a long-term equilibrium relationship between the settlement amount of RMB for cross-border trade between Guangxi and ASEAN and the RMB / US dollar exchange rate, consumer price index, Hong Kong people's deposit, and the total import and export trade between Guangxi and ASEAN. The amount of RMB settlement for cross-border trade between Guangxi and ASEAN is affected by the RMB exchange rate against the US dollar, consumer price index, Hong Kong people's deposits and the total import and export trade between Guangxi and ASEAN. The influential factors explain the change from high to low: RMB to US dollar exchange rate, Guangxi-ASEAN import and export total, Hong Kong RMB deposit and consumer price index. Finally. This paper puts forward some policy suggestions on the development of RMB settlement of cross-border trade between Guangxi and ASEAN from the government level, bank level and enterprise level.
