【摘要】：建立离岸金融市场是迈向人民币国际化重要的一步,从2004年2月25日起,香港银行开始提供人民币存款业务,这标志着香港成为第一个人民币离岸金融市场试点。香港作为国际金融中心,又拥有这良好的地理位置,并多年保持着与内地的贸易合作以及金融合作,是人民币离岸金融市场的最佳选择。围绕着香港离岸市场的建设,也正在将新加坡、伦敦和上海发展成人民币离岸市场。 中国应当借鉴日本建设日元离岸市场时的失败经验,以香港为中心大力开展与周边国家的双边贸易,增加以人民币结算的比例,让人民币在周边国家有效得流动起来。随着人民币贸易结算试点的不断开放,香港人民币存款规模逐渐增大。但是由于缺少合理的人民币回流机制,无法提高境外市场对人民币的需求。人民币流向境外则意味着降低了中国境内的货币供给。 必须建立回流通道引导人民币回流境内。在多种回流途径中,发展最快的是人民币债券和RQFⅡ,随着两种金融产品发行量的增大,人民币回流也会越来越有效。在发展离岸市场的同时,也需面对开放市场带来的风险,应当对资金流动严格监管,防止投机性资金通过非正常渠道进出大陆,避免大量非法资金流动对中国经济带来的影响。
[Abstract]:The establishment of an offshore financial market is an important step towards the internationalization of the renminbi. Since February 25th 2004, banks in Hong Kong have been offering renminbi deposits. This marks Hong Kong as the first pilot offshore financial market for the renminbi. As an international financial centre, Hong Kong has a good geographical position and has maintained trade and financial cooperation with the mainland for many years. It is the best choice for the renminbi offshore financial market. The construction of offshore market around Hong Kong is also developing Singapore, London and Shanghai into RMB offshore markets. China should draw lessons from Japan's failure to build an offshore market for the yen, take Hong Kong as the center to vigorously develop bilateral trade with neighboring countries and increase the proportion of settlement in renminbi. With the continuous opening of RMB trade settlement pilot, the size of RMB deposits in Hong Kong gradually increased, but due to the lack of a reasonable mechanism for RMB return. There is no way to increase demand for the yuan in foreign markets. The flow of the yuan abroad means a reduction in the money supply inside China.
