【摘要】:随着全球一体化进程的不断加快,外资金融机构不断涌入中国市场,我国银行业面临着愈加激烈的竞争,要想在这样的大环境下脱颖而出并长久立于不败之地,作为地方性股份制商业银行的TS商业银行必须更新观念、突破原有制度体系的束缚,建立起一套以银行战略目标为核心,围绕并服务于该核心的绩效考核体系——平衡计分卡体系。本文首先阐述了平衡计分卡的内容和主要特点,为后文的引入平衡计分卡奠定了理论基础;其次,介绍了TS商业银行现行的绩效考核方法,并通过问卷调查和现场访谈的方式归纳出目前的绩效考核方法存在的弊端,遂亟需引入一种新的能够体现银行战略目标和激发员工积极性的新的绩效考核方法,即本文所重点阐述的平衡计分卡的绩效考核方法。再次设计了TS商业银行应用平衡计分卡的绩效考核方案,包括考核的目标、原则、关系和程序等,基于考核方案,本文为TS商业银行的一级支行和部分业务部门设计了基于平衡计分卡的绩效考核体系,,包括设计构想、关键因素、指标选择和权重确定等,凸显出平衡计分卡独特的优越性,从而一步证明了TS商业银行运用平衡计分卡进行绩考核的可操作性。最后,笔者陈述了希望通过阐述平衡计分卡的应用,将会给TS商业银行创造一种新的经营管理理念,使银行经营管理的视野更加宽广。
[Abstract]:With the acceleration of the process of global integration, foreign financial institutions continue to pour into the Chinese market, China's banking industry is facing increasingly fierce competition, in order to stand out in such an environment and remain invincible for a long time. As a local joint-stock commercial bank, TS commercial bank must renew its concept, break through the shackles of the original system, and establish a set of banks with strategic objectives as the core. Around the core performance appraisal system-balanced scorecard system. Firstly, this paper expounds the content and main characteristics of balanced scorecard, which lays a theoretical foundation for the introduction of balanced scorecard. Secondly, this paper introduces the current performance appraisal methods of TS commercial banks, and summarizes the shortcomings of the current performance appraisal methods through questionnaires and on-site interviews. Therefore, it is urgent to introduce a new performance appraisal method which can reflect the strategic objectives of banks and stimulate the enthusiasm of employees. This paper focuses on the performance evaluation method of balanced scorecard. Thirdly, the paper designs the performance evaluation scheme of TS commercial bank applying balanced scorecard, including the objectives, principles, relationships and procedures of the evaluation. Based on the evaluation scheme, this paper designs a performance appraisal system based on balanced scorecard for the first branch and some business departments of TS commercial bank, including design concept, key factors, index selection and weight determination. Highlight the unique advantages of the balanced Scorecard, thus proving that TS commercial banks to use the balanced Scorecard performance assessment operability. Finally, the author stated the hope through the application of balanced Scorecard. It will create a new concept of operation and management for TS commercial bank, and make the vision of bank management wider.
