【摘要】：2006年,商务部提出建立境外经贸合作区的对外投资合作举措,还相继出台了多项配套的政策措施鼓励中国企业到境外建设经济贸易合作区。境外经贸合作区是实施“走出去”战略的一条重要途径,同时也是一种全新的对外直接投资方式。区位选择,是境外经贸合作区面临的首要问题,也是关系到合作区成败与否的关键性问题。本文对我国境外经贸合作区区位选择问题的研究,不仅具有理论价值,对指导我国企业实现“走出去”战略也具有重要的现实意义。本文以发展中国家对外直接投资理论和开发区的相关理论为基础,阐述我国境外经贸合作区的发展现状和特点,并进一步分析其功能与作用。然后,展开对区位选择的实证分析,通过构建我国境外经贸合作区区位选择影响因素的指标体系,运用因子分析的方法对我国境外经贸合作区所在的15个国家进行的投资环境评估,得到这15个国家投资环境的综合评分及排名情况。从因子分析的结果中得到我国境外经贸合作区区位选择的启示,并从政府和企业两个层面有针对性地提出我国在设立境外经贸合作区区位选择方面应注意的问题及建议。 (1)作为政府,对于投资环境优良的发达国家,要努力促成企业与东道国之间的合作；对于投资环境一般的发展中国家,落实配套政策,加大扶持力度；建立畅通的信息渠道,为企业提供东道国投资指南。 (2)作为企业,要综合考察东道国投资环境,做好项目可行性研究；对于投资环境优良的发达国家注重其技术管理水平；对于投资环境一般的发展中国家注重其资源状况。
[Abstract]:In 2006, the Ministry of Commerce proposed the establishment of overseas economic and trade cooperation zone foreign investment cooperation measures. In addition, a number of supporting policies and measures have been introduced to encourage Chinese enterprises to establish economic and trade cooperation zones overseas, which is an important way to implement the "going out" strategy. At the same time, it is also a new way of foreign direct investment and location choice, which is the most important problem facing the overseas economic and trade cooperation zone. It is also a key issue related to the success or failure of the cooperative zone. This paper not only has theoretical value in the study of the location selection of China's overseas economic and trade cooperation areas. It is also of practical significance to guide Chinese enterprises to realize "going out" strategy. Based on the theory of foreign direct investment of developing countries and the related theories of development zones, this paper expounds the present situation and characteristics of China's overseas economic and trade cooperation zones, and further analyzes its functions and functions. Through the empirical analysis of the location choice, the paper constructs the index system of the influencing factors of the location selection in the overseas economic and trade cooperation area of our country. Using the method of factor analysis, this paper evaluates the investment environment of 15 countries located in China's overseas economic and trade cooperation zone. From the results of factor analysis, we get the enlightenment of the location selection of our country's overseas economic and trade cooperation area. At the same time, the paper puts forward some problems and suggestions in setting up the area of overseas economic and trade cooperation from the two levels of government and enterprise. (1) as a government, for developed countries with a good investment environment, efforts should be made to promote cooperation between enterprises and host countries; For developing countries with a general investment environment, implement supporting policies and increase support; Establish unimpeded information channels to provide host country investment guides for enterprises. 2) as an enterprise, it is necessary to comprehensively investigate the investment environment of the host country and make a good project feasibility study; For the developed countries with good investment environment, they should pay attention to their technical management level; Developing countries with a general investment climate focus on their resource profile.
