房地产投资信托基金在中国保障性住房融资中的运用研究

【摘要】:近年来,房地产业得到了突飞猛进的发展,对人们生活的影响也极为突出。但是由于房地产自身和政策上的不完善,目前我国的房地产行业还存在着缺陷和泡沫。国家为控制房地产业稳健发展,在发布相关政策同时,还加大力度解决人民的住房保障问题。在国家近年来实施的国民住房保障手段中,最为有效的并且最受人们关注的便是保障性住房的建设。保障性住房建设,不仅可以控制商品房价格上涨过度,消除房地产市场泡沫,还能推动与保障性住房相关的产业发展,起到拉动消费,扩大内需的作用,关键的是能够解决中低收入居民的住房难问题。如果没有大量长期持续的资金供应,保障性住房是很难健康发展的,目前我国运用在保障性住房融资领域的融资工具和渠道比较少,仅仅依靠现在单一的融资模式,很难达到保障性住房建设的资金要求。那么如何解决保障性住房建设资金问题成为住房保障工作的关键问题。积极的探索适合我国国情的保障房地产投资信托基金融资途径,加大保障性住房的融资支持力度,可以疏通民间投资渠道,加快房地产市场结构优化调整,遏制部分城市房价过快上涨。 本文主要内容由五部分组成:第一部分,阐述了本文研究的背景及意义,回顾并评价了国内外有保障性住房的房地产投资信托基金融资的理论成果,介绍了全文的框架结构及创新点。第二部分,分析了房地产投资信托基金在保障性住房融资中运用优势。包括:房地产投资信托基金的优势、境外成功经验和在我国保障性住房领域运用的意义。第三部分,从房地产投资信托基金在保障性住房融资中的盈利性、我国金融市场环境和积极相关政策等方面进行分析,阐述房地产投资信托基金在我国保障性住房领域运用的可行性。第四部分,对保障性住房中运用房地产投资信托基金的运行障碍进行分析。第五部分,分析了保障性住房中运用房地产投资信托基金的对策进行分析,,包括宏观政策和具体的运行方案。
[Abstract]:In recent years, the real estate industry has been developing by leaps and bounds, and the influence on people's life is also very prominent. But because of the imperfection of the real estate itself and the policy. At present, there are still defects and bubbles in the real estate industry in our country. In order to control the steady development of the real estate industry, the country is issuing relevant policies at the same time. In recent years in the national housing security measures, the most effective and most people's attention is the construction of affordable housing, affordable housing construction. It can not only control the excessive rise of commodity housing prices, eliminate the real estate market bubble, but also promote the development of the industry related to affordable housing, play a role in stimulating consumption and expanding domestic demand. The key is to be able to solve the housing problem of low- and middle-income residents. Without a large amount of long-term sustainable funding, affordable housing is difficult to develop healthily. At present, the financing tools and channels used in the field of affordable housing financing in China are relatively few, only relying on the current single financing model. It is very difficult to meet the financial requirements of affordable housing construction. So how to solve the problem of affordable housing construction funds has become the key issue of housing security work. Actively explore the guarantee of real estate investment trust basis suitable for the national conditions of our country. Financial channels. Increasing the financing support of affordable housing can dredge the private investment channels, accelerate the optimization and adjustment of the real estate market structure, and curb the excessive rise of housing prices in some cities. The main content of this paper is composed of five parts: the first part describes the background and significance of this study and reviews and evaluates the theoretical results of the real estate investment trust fund financing of secure housing at home and abroad. The second part analyzes the advantages of real estate investment trust fund in affordable housing financing, including: the advantages of real estate investment trust fund. Foreign successful experience and the significance of application in the field of affordable housing in China. The third part, from the real estate investment trust fund in affordable housing financing profitability. This paper analyzes the financial market environment and related policies in China, and expounds the feasibility of the application of real estate investment trust fund in the field of affordable housing in China. Part 4th. The article analyzes the obstacles of using the real estate investment trust fund in the indemnificatory housing. Part 5th analyzes the countermeasures of using the real estate investment trust fund in the indemnificatory housing. Include macroscopical policy and specific operation plan.
