上海国际金融中心建设的约束条件和战略对策研究

【摘要】：上海是国家经济发展龙头，是全国经济中心。自党的十四大报告提出“要将上海建设成为国际经济、金融、贸易中心”以来，上海的国际金融中心建设就成为上海地方经济建设首要目标，也成为重要的国家战略之一。如何运用前沿经济理论指导上海国际金融中心建设，从产业政策层面促进这一目标的实现成为一项紧迫和重课题。在新兴市场金融中心陆续崛起、全球金融产业蓬勃发展背景下，金融产业集群成为社会学、地理学、经济学等学科关注重点之一，，国际金融中心正是金融产业集群理论的实际运用。研究金融产业集群形成演化机制及其在实践中的动力及障碍因素对建设上海国际金融中心具有十分积极的意义。本文结合目前金融产业集群的相关研究文献，同时在总结归纳国内外有关金融中心研究成果的基础上，运用相关理论和方法，对金融产业集群形成演化机制以其在国际金融中心形成过程中产生的影响进行研究。并以伦敦国际金融中心的成功案例作为研究借鉴对象，根据研究结论对上海金融产业集群现状和特征进行分析，得出阻碍上海国际金融中心建设的主要约束条件。针对前文所论述约束条件，最后文章从金融中心核心功能、金融创新、监管环境、和人才培养角度提出了相应战略对策。
[Abstract]:Shanghai is the country's leading economic development, is the economic center of the country. Since the Party Congress report proposed "to build Shanghai into an international economic, financial and Trade Center" since the construction of Shanghai international financial center will become the Shanghai local economic construction primary goal, has become one of the important national strategy. How to utilize modern economic theories to guide Shanghai the construction of international financial center, has become an urgent and heavy topic from industrial policy level to promote this goal.
Rise gradually in the financial center of emerging markets, the vigorous development of the global financial industry background, financial industry clusters become a focus of sociology, geography, economics and other disciplines of international financial center, it is the practical application of the theory of financial industrial cluster. The research of financial industry cluster formation mechanism and its factors in practice and has a very positive dynamic obstacle the significance of the construction of Shanghai international financial center.
Based on the related research literature of the financial industry cluster, based on summarizing the domestic and foreign related financial center on the research results, based on relevant theories and methods, the financial industry cluster formation and evolution mechanism of the effects produced in the process of the international financial center. And the successful case of the London International Financial center as on the basis of the conclusion of the research object, according to the analysis on the present situation and characteristics of Shanghai financial industry clusters, the main constraints hindering the construction of Shanghai international financial center. According to the stated constraints, finally from the financial center of the core functions, financial innovation, regulatory environment and personnel training, the author puts forward corresponding countermeasures.
