天津市保障性住房建设投融资研究

【摘要】:当前,,我国大力推进保障性安居工程建设,计划“十二五”期间建设保障性住房3600万套,解决1亿人的住房问题。天津市积极响应国家号召,加快改善中低收入家庭住房条件,不断加大政府投入力度,扩大保障性住房建设规模,在先行先试探索新型建设投融资模式方面取得重要进展。本文立足上述实际,围绕天津市保障性住房建设投融资的背景、目标、重点、经验借鉴、创新实践及发展方向进行全面、系统的研究,具有较强的理论和现实意义。 研究内容从国内外行业发展成就出发,归纳梳理保障性住房建设投融资切实可行的操作模式;回顾我市在销售型和租赁型保障性住房建设投融资工作实践中所取得的主要进展,总结领先经验;结合未来发展趋势,提出推广运用新型金融工具支持建设、创新完善商业银行信贷激励政策、发挥国有大企业建设主力军作用、吸引民间资本进入建设融资领域等建议,旨在结合工作实际有的放矢做好理论积累和政策探索,将保障性住房建设投融资创新向多层次、全方位延伸,不断深化、完善现有运作模式。 本文的研究成果能够为实现天津市“十二五”住房保障规划提出的搭建多元并举的融资体系目标提供政策理论借鉴,对全国城镇保障性安居工程建设投融资工作亦具有一定参考和推广价值。
[Abstract]:At present, China is vigorously promoting the construction of affordable housing projects, and plans to build 36 million affordable housing units during the 12th Five-Year Plan to solve the housing problem of 100 million people. Tianjin Municipality has responded positively to the national call to speed up the improvement of housing conditions for low- and middle-income families. Increasing government investment, expanding the scale of affordable housing construction, and making important progress in exploring the new construction investment and financing mode in advance, this paper bases on the above facts, and revolves around the background of Tianjin affordable housing construction investment and financing. Objective, emphasis, experience, innovation practice and development direction of comprehensive, systematic research, has a strong theoretical and practical significance. The research content starts from the domestic and foreign industry development achievement, summarizes combs the supportable housing construction investment and financing feasible operation pattern; Reviewing the main progress made in the practice of investment and financing in the construction of sales-oriented and lease-based affordable housing in our city, summing up the leading experience, and combining with the future development trend, proposing to promote the use of new financial instruments to support the construction, Suggestions such as innovating and perfecting the credit incentive policy of commercial banks, giving full play to the main force of the construction of large state-owned enterprises, attracting private capital into the field of construction financing, and so on, are aimed at making a good theoretical accumulation and policy exploration according to the actual situation of the work. Investment and financing innovation in affordable housing construction will be multi-level, omnidirectional extension, deepening, and improving the existing operation model. The research results of this paper can provide the policy theory reference for the realization of Tianjin "12th Five-Year Plan" housing security plan to build a multi-dimensional financing system objectives. It also has certain reference and popularizing value to the investment and financing work of the construction of the indemnificatory residential projects in cities and towns.
