滨州农村信用社基于平衡计分卡的绩效考核体系研究

【摘要】:伴随着国内金融业改革步伐的加快,新金融机构的加入和混业经营,金融行业的竞争也更加激烈。同时,我国农村信用社当前亦正经历大规模的改革,其目的就是为了顺应当前经济发展的形势,打造现代化的农村信用社,提升农村信用社的影响力和竞争力,以便在金融行业竞争中占有一席之地。本文基于上述背景,从绩效考核的角度,着重考察农村信用社如何进行转型升级,提升自己的综合能力,从而保持市场上的竞争优势。为达到上述目的,建立起一套科学、完整、高效的绩效考评体系对农村信用社变得尤为重要。农村信用社原有的绩效考核体系侧重强调财务指标的分量,并没有涉及非财务指标的内容,不能全面的体现农村信用社的长期发展战略,与当前的经济发展形势和需求存在一定的差距。本文结合滨州市农村信用社的发展情况,采用平衡计分卡的方法来建立一套新的绩效考核体系。利用这套考核体系,以农村信用社经营目标为依据,考量各个指标之间的内在联系,拟定出合理的量化标准,能够从四个不同的层面对农村信用社的经营情况作出科学公正的评价,同时还能对目标的达成情况进行持续跟踪,以便对农村信用社的发展目标作出及时、合理的调整。新的绩效考核体系能够最大限度的帮助农村信用社的员工认识到绩效考核的重要性,充分调动员工本身的工作积极性,激发出他们的创造力,以此提升农村信用社整体竞争力,同时也为我国农村信用社发展战略的实现做出应有的贡献。
[Abstract]:With the acceleration of the reform of the domestic financial industry, the entry of new financial institutions and mixed operation, the competition in the financial industry is becoming more fierce.At the same time, China's rural credit cooperatives are undergoing a large-scale reform, the purpose of which is to adapt to the current situation of economic development, to build modern rural credit cooperatives, and to enhance the influence and competitiveness of rural credit cooperatives.In order to occupy a place in the competition in the financial industry.Based on the above background, from the perspective of performance appraisal, this paper focuses on how rural credit cooperatives carry out transformation and upgrading, improve their comprehensive ability, so as to maintain the competitive advantage in the market.In order to achieve the above purpose, it is very important to establish a scientific, complete and efficient performance appraisal system for rural credit cooperatives.The original performance appraisal system of rural credit cooperatives emphasizes on the importance of financial indicators, and does not involve the content of non-financial indicators, which can not fully reflect the long-term development strategy of rural credit cooperatives.There is a certain gap with the current economic development situation and demand.Based on the development of Binzhou Rural Credit Cooperatives, a new performance appraisal system is established by using balanced Scorecard.Using this examination system, based on the management objectives of rural credit cooperatives, and considering the internal relations among the various indicators, we have worked out a reasonable quantitative standard.It can make a scientific and fair evaluation of the management of rural credit cooperatives from four different levels, and at the same time, it can continuously track the achievement of the objectives, so as to make timely and reasonable adjustments to the development goals of rural credit cooperatives.The new performance appraisal system can help the employees of rural credit cooperatives to realize the importance of performance appraisal, fully mobilize their own work enthusiasm, stimulate their creativity, so as to enhance the overall competitiveness of rural credit cooperatives.At the same time, it also contributes to the realization of the development strategy of rural credit cooperatives.
