中国—东盟自由贸易区金融合作的研究

【摘要】：在经济全球化的大背景下,世界各国金融体系的关联性不断加强,金融全球化也油然而生,成为经济全球化的衍生品,同时也是其必然产物。金融全球化的影响与经济全球化相似,对世界各国的经济发展具有双刃剑的功效,同时能够影响国际间的政治与经济关系。中国作为亚洲地区的第一经济大国,金融业的发展相对滞后,在金融全球化的背景下,中国以及东盟地区各国面临着前所未有的金融风险与安全压力,防范与维护区域金融安全与稳定,积极参与区域金融合作、化解金融风险成为中国—东盟自由贸易区重要的合作方向。 1997年东南亚金融危机和08年美国次贷危机的发生使得亚洲地区国家乃至全世界大大提高了对区域金融合作的重要性的认识,区域间金融合作不断升级,中国与东盟国家自签订“清迈协议”开始,在金融合作方面取得了一系列成果,该区域的金融合作内容不断增多,合作的层次性不断升级,人民币跨境贸易结算规模不断扩大,人民币区域化乃至国际化趋势愈加明朗,筹建亚洲债券市场也被提上议事日程,未来的“亚元区”也在引起亚洲国家的重视。本文着重通过阐述区域金融合作的内容、意义,并介绍了中国—东盟自由贸易区区域金融合作的现状与存在问题,重点提出一些具有参考价值的促进该区域金融合作的意见。全文分为八章。第一章为导论,主要阐述了本文的研究背景、研究意义与目的、研究方法。第二章为文献综述,主要从国外和国内两个方面简述了有关区域金融合作的研究发展现状、欧盟地区区域金融合作的现状以及中国与东盟自由贸易区的研究现状。第三章为区域金融合作的简述,重点从金融合作涵义、区域金融合作的理论与实践分析、动机分析以及区域金融合作的目标四个方而进行阐述。第四章为中国—东盟自由贸易区金融发展与合作现状,本章主要从中国与东盟自由贸易区的金融市场发展现状、区域金融合作机制与政策现状三个方面进行表述。第五章主要是对中国—东盟自由贸易区的金融合作现状存在的问题进行分析。第六章主要是中国—东盟自由贸易区进一步加强金融合作的必要性以及存在的有利条件进行分析。第七章主要对加强未来中国—东盟自由贸易区区域金融合作领域进行的分析以及相关的政策建议。 2008金融危机席卷全世界,其影响响不仅仅集中于发达国家,同时波及发展中地区,各国实体经济遭受重创。如果说97年亚洲金融危机促使亚洲地区国家金融合作意识的萌生,那么进入新世纪后的这次金融危机则使得各国尤其是本文中研究的中国与东盟国家意识到区域金融合作是防范金融风险、增强金融安全的主要途径,加强区域金融合作已经刻不容缓。
[Abstract]:Under the background of economic globalization, the financial system of various countries is increasingly related, and financial globalization arises spontaneously and becomes the derivative of economic globalization, and it is also an inevitable product.The influence of financial globalization is similar to that of economic globalization, which has the effect of double-edged sword to the economic development of countries in the world, and can influence the political and economic relations between the world and the world at the same time.As the largest economic power in Asia, China is relatively lagging behind in the development of the financial industry. Under the background of financial globalization, China and ASEAN countries are facing unprecedented financial risks and security pressures.Preventing and maintaining regional financial security and stability, actively participating in regional financial cooperation and resolving financial risks have become an important cooperative direction of China-ASEAN Free Trade area.The financial crisis in Southeast Asia in 1997 and the subprime mortgage crisis in the United States in 2008 have greatly raised the awareness of the importance of regional financial cooperation among Asian countries and even the whole world.Since the signing of the Chiang Mai Agreement between China and ASEAN countries, a series of achievements have been made in financial cooperation. The content of financial cooperation in the region has been increasing, the level of cooperation has been continuously upgraded, and the scale of cross-border trade settlement of RMB has been continuously expanded.The trend of RMB regionalization and even internationalization has become clearer, the preparation of Asian bond market has also been put on the agenda, and the "Asian dollar zone" in the future is also attracting the attention of Asian countries.This paper focuses on the content and significance of regional financial cooperation, and introduces the current situation and existing problems of regional financial cooperation in China-ASEAN Free Trade area, and puts forward some valuable suggestions for promoting regional financial cooperation.The full text is divided into eight chapters.The first chapter is the introduction, mainly elaborated the research background, the research significance and the goal, the research method.The second chapter is a literature review, mainly from the foreign and domestic aspects of the development of regional financial cooperation, the current situation of regional financial cooperation in the European Union, as well as the current situation of China-ASEAN Free Trade area.The third chapter is a brief description of regional financial cooperation, focusing on the meaning of financial cooperation, the theoretical and practical analysis of regional financial cooperation, motivation analysis and the objectives of regional financial cooperation.The fourth chapter is the current situation of financial development and cooperation between China and ASEAN Free Trade area. This chapter mainly describes the current situation of financial market development, regional financial cooperation mechanism and policy status of China and ASEAN Free Trade area.The fifth chapter mainly analyzes the problems existing in the financial cooperation of China-ASEAN Free Trade area.The sixth chapter analyzes the necessity and advantages of further strengthening financial cooperation in China-ASEAN Free Trade area.The seventh chapter mainly analyzes the future China-ASEAN Free Trade area in the area of regional financial cooperation and relevant policy recommendations.The 2008 financial crisis swept the world, and its impact was not only concentrated in developed countries, but also affected developing regions.If we say that the Asian financial crisis in 1997 prompted the emergence of a sense of financial cooperation among Asian countries,Well, after entering the new century, this financial crisis has made all countries, especially the countries of China and ASEAN studied in this article, realize that regional financial cooperation is the main way to prevent financial risks and enhance financial security.It is urgent to strengthen regional financial cooperation.
