政府融资平台的信用机制分析

【摘要】：在我国城市化、工业化、国际化、信息化快速推进过程中,如何确保公共产品投融资的内在效率,增强政府融资平台的信用机制建设,正日益成为一个社会各方所共同关注的问题。本文从政府融资平台的内生基础入手,分析平台现存信用问题的关注点,提出开发性金融理念的平台信用构建原理,强调加快平台市场化变革的信用孵化方向,基于实证角度重点研究县级政府融资平台的现状及问题,指出相应的改革要点。
[Abstract]:In the process of urbanization, industrialization, internationalization and informatization in China, how to ensure the inherent efficiency of investment and financing of public goods, and how to strengthen the credit mechanism construction of government financing platform,Is increasingly becoming a social concern of all parties.Starting from the endogenous foundation of the government financing platform, this paper analyzes the focus of the existing credit problems of the platform, puts forward the platform credit construction principle of the development finance concept, and emphasizes the direction of credit incubation to accelerate the market-oriented transformation of the platform.Based on the empirical analysis, this paper focuses on the current situation and problems of county government financing platform, and points out the corresponding reform points.
