【摘要】：自2003年农村金融合作机构改革全面启动至今,A市城郊农信社同全国农村信用社一道,经历了新的体制、机制的逐步建立与完善的过程,在这过程中农村信用社的改革发展活力也得到了彻底的激活,使一直深陷历史泥潭和发展困境的农信社在业务发展上出现了惊人的爆发力,业务扩张速度、规模实力、社会地位、社会的贡献度都得到了大幅度提升。而这些年,中小农村金融机构各类案件频发,有的是经营不合规造成的,有的是由于管理不到位出现的。但不管什么原因,其结果不但给自身带来了巨大的经济损失,也对自身的声誉带来损毁,这说明中小农村金融机构运营处于种种风险之中。不仅使发展陷入困境,而且可能给地方金融的稳定发展产生重要影响。特别是当前,全球金融危机还没有结束,经济没有复苏,国内外宏观经济发展不稳定,使金融行业面临的经营环境更加复杂,面临的经营风险更加严峻。而农村信用社在管理风险过程中又存在规模小、抗风险能力低、员工风险意识薄弱、信贷风险等存在诸多问题。本文旨在通过对A市城郊农村信用社风险管理的研究,分析当前农村信用社风险管理现状,找出一条适合A市城郊农村信用社风险管理的路径,有效地防范各种风险。本论文将首先从分析选题的背景入手,阐述了对国内外风险管理方面的理论和方法；进而明确当前农村信用社处于快速发展期,从风险管理的现状说明了过去的风险防范对策已不能适用于现在的发展要求,进而突显出农村信用社在风险管理上存在的缺陷以及不足；然后结合A市城郊农村信用社的风险管理现状,提出建立一套适应A市城郊农村信用社的风险管理方案；最后给出了实现适应该风险管理方案应采取的一些具体措施,以保障A市城郊农村信用社又好又快地发展。
[Abstract]:Since the reform of rural financial cooperative institutions was launched in 2003, the rural credit cooperatives in the suburbs of Ya City have gone through the process of gradually establishing and perfecting the new system and mechanism, together with the rural credit cooperatives of the whole country.In this process, the reform and development vitality of the rural credit cooperatives has also been thoroughly activated, so that the rural credit cooperatives, which have been mired in the quagmire of history and the difficulties of development, have a remarkable explosive force in the business development, the business expansion speed and the strength of the scale.Social status, social contribution has been greatly improved.In recent years, the small and medium-sized rural financial institutions of various types of cases, some due to business irregularities, some due to inadequate management.However, no matter what the reason, the result not only brings huge economic losses to itself, but also damages its reputation, which shows that the operation of small and medium-sized rural financial institutions is in various risks.Not only makes the development into a dilemma, but also may have an important impact on the stable development of local finance.Especially at present, the global financial crisis is not over, the economy has not recovered, and the macroeconomic development at home and abroad is unstable, which makes the operating environment of the financial industry more complex and the management risk more severe.However, in the process of managing risks, rural credit cooperatives have many problems, such as small scale, low ability to resist risks, weak consciousness of employees' risk, credit risks and so on.The purpose of this paper is to study the risk management of rural credit cooperatives in the suburbs of A city, analyze the current situation of risk management of rural credit cooperatives, find out a path suitable for risk management of rural credit cooperatives in the suburbs of A city, and effectively guard against all kinds of risks.This paper will begin with the analysis of the background of the selected topic, expound the theories and methods of risk management at home and abroad, and then make clear that the current rural credit cooperatives are in a period of rapid development.From the current situation of risk management, the paper explains that the past risk prevention countermeasures can not be applied to the current development requirements, and then highlights the shortcomings and shortcomings of rural credit cooperatives in risk management.Then according to the risk management situation of rural credit cooperatives in the suburbs of A city, this paper puts forward a set of risk management schemes to adapt to the rural credit cooperatives in the suburbs of A city, and finally gives some concrete measures that should be taken to realize the risk management schemes.In order to ensure a suburb of rural credit cooperatives good and rapid development.
