WH银行绩效考核体系研究

【摘要】:随着我国市场经济改革的深入发展,金融体制改革也在不断深化,金融环境日趋复杂多变,同行业竞争日益激烈,前有国有及大型股份制商业银行和外资银行的堵截,后有农村商业银行和信用设的围追,我国城市商业银行不仅要图生存,而且要谋发展。为此,我国城市商业银行必须清醒的认识到自身的优势和不足,根据目前形势制定出适合自身的发展战略,并将发展战略落实到具体的行动目标中,这就对城市商业银行的绩效管理系统提出了较高的要求。目前,我国城市商业银行的绩效考核体系相对传统和落后,不能与城商行的战略目标相衔接,落后的绩效考核体系已经不能满足当前我国城市商业银行不断发展的需要。因此,我国城市商业银行急需引入新的科学有效的绩效管理工具,建立起与战略目标相适应的绩效考核体系。 本文以WH银行的绩效考核体系为研究对象,WH银行是典型的城市商业银行,具有我国城市商业银行普遍具有的特点。本文主要运用文献研究法、问卷调查法、德尔菲法和层次分析法为主要研究方法,应用了SPSS16.0和Matlab7.0等软件。本文分为三大部分,共分为五章。第一部分回顾并整理论述了国内外商业银行绩效考核方法的发展历程和目前的研究成果,分析了我国城市商业银行目前绩效管理体系现状及存在的问题,进而提出应将基于平衡计分卡理论的绩效考核体系引入我国城市商业银行。第二部分全面介绍平衡计分卡理论及其应用在我国城市商业银行绩效考核体系中的优越性和可行性。第三部分以WH银行的绩效考核体系为例,首先简要论述了WH银行的概况,及组织结构、人力资源及财务状况;然后描述了WH银行目前的绩效考核体系,并就WH银行目前的绩效考核体系提出问题,提出WH银行应建立基于平衡计分卡理论的绩效考核体系,包括绩效考核指标的设计,确定具体指标权重和指标衡量方法。然后,以财务层面的指标为例,应用平衡计分卡绩效考核体系进行绩效考评。最后,就进一步完善我国城市商业银行的绩效考核体系提出建议并得出结论。 先进的绩效考核体系不仅要关注组织当前的经营状况,更需要关注组织的未来发展方向,即组织的战略愿景和战略目标。本文试图运用平衡计分卡这一新的绩效和战略管理工具,构建我国城市商业银行的绩效考核体系,从而促进我国城市商业银行改革和发展以适应目前复杂多变的金融环境。
[Abstract]:With the further development of market economy reform in our country, the reform of financial system is also deepening, the financial environment is becoming more and more complex and changeable, the competition in the same industry is becoming more and more fierce, and there is the interception of state-owned and large joint-stock commercial banks and foreign banks. After the rural commercial banks and credit set up around the chase, China's urban commercial banks not only want to survive, but also to seek development. Therefore, our city commercial banks must be aware of their own advantages and disadvantages, according to the current situation to formulate their own development strategy, and the development strategy into specific action objectives, This has put forward the higher request to the performance management system of the city commercial bank. At present, the performance appraisal system of the city commercial banks in our country is relatively traditional and backward, which can not link up with the strategic objectives of the city commercial banks, and the backward performance appraisal system can no longer meet the needs of the continuous development of the city commercial banks in our country. Therefore, China's urban commercial banks are in urgent need of introducing new scientific and effective performance management tools to establish a performance appraisal system suited to the strategic objectives. This paper takes the performance appraisal system of WH Bank as the research object. WH Bank is a typical city commercial bank, which has the common characteristics of our country's city commercial bank. This paper mainly uses literature research method, questionnaire method, Delphi method and analytic hierarchy process (AHP) as the main research methods, and applies software such as SPSS16.0 and Matlab7.0. This article is divided into three parts, a total of five chapters. The first part reviews and discusses the development process and current research results of the performance appraisal methods of commercial banks at home and abroad, and analyzes the current situation and problems of the performance management system of urban commercial banks in China. Furthermore, the performance appraisal system based on the balanced scorecard theory should be introduced into the city commercial banks of our country. The second part introduces the advantages and feasibility of balanced scorecard theory and its application in the performance appraisal system of urban commercial banks in China. The third part takes the performance appraisal system of WH Bank as an example, firstly briefly discusses the general situation, organization structure, human resources and financial situation of WH Bank, then describes the current performance appraisal system of WH Bank. This paper also puts forward some problems about the performance appraisal system of WH Bank, and points out that WH Bank should establish a performance appraisal system based on balanced Scorecard theory, including the design of performance appraisal index, the determination of specific index weight and index measurement method. Then, taking the financial index as an example, the performance evaluation system of balanced scorecard is applied. Finally, suggestions and conclusions are put forward to further improve the performance appraisal system of urban commercial banks in China. The advanced performance appraisal system should not only pay attention to the current management situation of the organization, but also pay attention to the future development direction of the organization, that is, the strategic vision and the strategic goal of the organization. This paper attempts to use the balanced Scorecard, a new performance and strategic management tool, to construct the performance appraisal system of our country's urban commercial banks, so as to promote the reform and development of our country's urban commercial banks to adapt to the current complex and changeable financial environment.
