中国石油业对外直接投资的影响因素研究

【摘要】：自1993年中国成为石油净进口国以来,中国石油对外依存度逐年增加,国内石油生产严重供不应求,石油业对外直接投资成为解决我国能源安全问题的有效途径。经过十几年的艰难历程,中国石油业对外直接投资取得了显著的成果,但与发展历史悠久的国际石油巨头相比仍有着很大的差距。本文从石油业对外直接投资影响因素的角度出发,首先分析我国石油业对外直接投资的背景及现状,然后在研究相关文献的基础上,结合石油业本身的特性,从东道国、投资母国和其它因素这三个方面分析了影响我国石油业对外直接投资的因素。根据对石油业海外投资影响因素的理论分析,选取了相关可量化的因素为变量,采用1993—2009年的数据进行实证分析,探讨了人均GDP、人民币对美元汇率、石油进口贸易量、我国石油企业上游开采利润及国际石油价格对我国石油业OFDI的影响,并得出最终结论。由实证结果发现人均GDP、国际石油价格与石油业OFDI之间是显著的正向相关关系,石油进口贸易量及汇率水平与石油业OFDI之间是一种显著的负向相关关系；而石油企业上游开采利润对石油业OFDI没有显著的影响,说明我国石油业的对外直接投资主要是资源导向型的,投资效益较低。最后,本文从国家的宏观层面和石油企业的微观角度,就如何促进我国石油业对外直接投资,提出了相关的政策建议。主要包括政府的宏观政策支持,政府应当大力发展金融保险服务,构建国家政策支持体系,并积极与产油国发展双边贸易关系；同时我国石油企业应努力改善生产经营现状,重视经营管理效率,提高自身竞争力,积极参与国际石油市场的竞争。
[Abstract]:Since China became a net importer of petroleum in 1993, the degree of dependence of China's petroleum on foreign countries has increased year by year, and the domestic oil production has seriously exceeded the supply. Foreign direct investment in oil industry has become an effective way to solve the problem of energy security in China. After more than ten years of difficult process, China's oil industry foreign direct investment has made remarkable achievements, but compared with the development of a long history of international oil giants, there is still a big gap. From the point of view of influencing factors of oil industry FDI, this paper first analyzes the background and current situation of China's oil industry FDI, and then, on the basis of studying the relevant literature, combining with the characteristics of oil industry itself, from the host country, This paper analyzes the factors affecting China's foreign direct investment in oil industry from home country and other factors. Based on the theoretical analysis of the influencing factors of overseas investment in oil industry, this paper selects the relevant quantifiable factors as variables, uses the data from 1993 to 2009 to carry out empirical analysis, and probes into the per capita GDP, RMB exchange rate against US dollar, and the volume of oil import trade. The influence of upstream exploitation profit and international oil price on OFDI of China's oil industry is obtained and the final conclusion is drawn. The empirical results show that there is a significant positive correlation between oil price and OFDI, and a significant negative correlation between the volume of oil import trade and the level of exchange rate and the OFDI of oil industry. The upstream exploitation profit of petroleum enterprises has no significant influence on the OFDI of oil industry, which indicates that the foreign direct investment of China's oil industry is mainly resource-oriented and the investment benefit is low. Finally, from the point of view of national macro level and petroleum enterprise, this paper puts forward some relevant policy suggestions on how to promote foreign direct investment of oil industry in China. The government should vigorously develop financial and insurance services, set up a national policy support system, and actively develop bilateral trade relations with oil-producing countries. At the same time, China's oil enterprises should strive to improve the production and operation situation. Attach importance to the efficiency of management, improve their own competitiveness, and actively participate in the international oil market competition.
