浦发银行沈阳分行公司客户信用风险内部控制研究

【摘要】:随着我国通货膨胀水平的升高和货币紧缩政策的深入落实,我国银行业的货币供应量压力不断吃紧,企业融资难度增加,资金链断裂风险逐渐加大,全国整体经济下行趋势逐渐显现。在此复杂的情况下,中国的商业银行风险控制工作更显得尤为重要,管控工作能否经受住考验,这将是一个严峻的挑战。 上海浦东发展银行股份有限公司沈阳分行(以下简称“浦发沈阳分行”)是金融系统中最为活跃的中小型商业银行之一,多年来为促进沈阳市地区的经济发展作出了重要贡献。该分行经过近几年的改革和发展,在公司信用风险内部控制和体系建设等方面做了大量的工作,积累了一定的管理经验。本文以我国目前货币紧缩政策背景下客户信用违约风险为切入点,以浦发银行沈阳分行的公司客户信用风险内部控制和体系建设工作为研究对象,从微观技术与测量和宏观环境与管理等方面入手,详细阐述公司客户信用风险内部控制体系的特点以及组织架构和内部控制体系评价流程,综合分析公司客户信用风险内部控制存在的问题和原因以及管控的难点盲点,着重分析该银行在公司客户信用风险控制及化解环节的现状,,阐述内部管控工作的漏洞和不足,对完善公司客户信用风险内部控制体系事宜提出策略建议。 本文研究的主要内容有:第一部分是对论文的选题背景及研究意义进行总体阐述。第二部分是浦发银行沈阳分行公司客户信用风险的内部控制现状、特点以及组织架构和内控体系评价流程分析。第三部分是浦发银行沈阳分行公司客户信用风险内部控制存在的问题及原因分析。第四部分是对浦发银行沈阳分行对完善公司客户信用风险内部控制措施分析。 本文在以上分析的基础之上提出以了“保增长、防风险”的风险管理目标,一是提高产品维度管理,健全和完善全面信用风险内部控制体系。二是把握授信行业投向,选择符合国家产业结构调整政策的企业。三是顺应形势,适时调整风险偏好策略。同时本文针对该分行的资金监控机制、风险管理信息系统建设、风险管理文化、人力资源发展规划等问题提出了策略建议。以期能够帮助浦发银行沈阳分行在当前复杂的形势下,加快和提高公司客户信用风险管控水平,更好的抵御各个行业企业的信用违约风险,继续保持健康、稳健的经营发展态势,同时为其他同类股份制商业银行的信用风险管控工作提供借鉴和帮助。
[Abstract]:With the rise of inflation level and the deep implementation of monetary tightening policy, the pressure of money supply in China's banking industry is constantly tight, the difficulty of enterprise financing is increasing, and the risk of capital chain break is gradually increasing. The national overall economic downward trend gradually appears. Under such complicated circumstances, the risk control work of commercial banks in China is all the more important. Can the management and control work stand the test? This will be a serious challenge. Shanghai Pudong Development Bank Co., Ltd. Shenyang Branch (hereinafter referred to as "Pufa Shenyang Branch") is one of the most active small and medium-sized commercial banks in the financial system. Over the years to promote the economic development of Shenyang region has made important contributions. After the reform and development in recent years, the branch has done a lot of work in the internal control of the company's credit risk and system construction, and accumulated certain management experience. This paper takes the risk of customer credit default in the context of China's current monetary tightening policy as the starting point, taking the internal control and system construction of customer credit risk of Shanghai Branch of Pudong Development Bank as the research object. Starting with micro technology and measurement, macroscopical environment and management, the characteristics of the internal control system of customer credit risk, the organization structure and the evaluation process of the internal control system are described in detail. This paper comprehensively analyzes the problems and causes of the internal control of the company's customer credit risk, as well as the difficulties and blind spots of the management and control, emphatically analyzes the current situation of the bank in the control and solution of the company's customer credit risk, and expounds the loopholes and shortcomings of the internal control work. The main contents of this paper are as follows: the first part is the overall elaboration of the background and significance of this paper. The second part is the analysis of the internal control status, characteristics, organization structure and internal control system evaluation process of customer credit risk in Shenyang Branch of Pudong Development Bank. The third part is the internal control of customer credit risk and its causes. The fourth part is the analysis of the internal control measures of the customer credit risk in the Shenyang Branch of Pudong Development Bank. Based on the above analysis, this paper puts forward the risk management goal of "protecting growth and preventing risk". First, improve the product dimension management, improve and improve the overall credit risk internal control system. Second, grasp the investment of credit industry, and select enterprises in line with the national industrial structure adjustment policy. Third, adapt to the situation, timely adjust risk preference strategy. At the same time, this paper puts forward some suggestions on the fund monitoring mechanism, risk management information system construction, risk management culture, human resource development planning and so on. In order to help the Shenyang Branch of Pudong Development Bank to speed up and improve the level of credit risk control of the company's customers under the current complex situation, to better resist the credit default risk of various industries and enterprises, and to continue to maintain health, The steady development trend of management provides reference and help for the credit risk control of other similar joint-stock commercial banks.
