山西省太原市以房养老研究

【摘要】:当前中国人口老龄化趋势的发展必然会引发大量潜在的社会和经济问题,其中养老保障问题尤为突出。一方面,由于中国目前社会养老保险制度还不完善,存在着制度和管理问题,造成覆盖人群范围狭窄、保障水平低的问题,老人无法完全依靠国家来养老;另一方面,由于我国长期实施计划生育政策,城市“4-2-1”家庭和“空巢”家庭大量涌现,使得传统家庭养老模式无法维系,老人完全依靠家庭养老也变得不切实际。由此可见,现行养老保险制度和传统家庭养老模式,已难以应对中国日益严重的老龄化危机,在这样的社会背景下,探索适合本国国情的新型养老模式势在必行。 “住房反向抵押贷款”是国外专为老年人晚年生活提供保障的一种解决方案,这一方案为中国解决老年人的养老难题提供了新的思路。国外采用的形式是老年人将住房抵押给银行或特定的机构,获取贷款用于养老,同时老人仍然拥有对房屋的居住权,,去世后住房用于还贷。中国结合了自身实际特点,发展出“以房养老”模式,即老人通过对房产的租、换、售和抵押等多种途径丰富养老资金。发展以房养老,在传统的社会养老和家庭养老的基础上,以自有住房为依托,实现老人的自我养老,有助于减少人们对晚年生活的后顾之忧,有助于弥补社会保障体系的缺陷和不足,对改善老年人的晚年生活、促进社会稳定和社会主义和谐有重要意义。 本文选取太原市为研究对象,在分析国外典型国家和国内试点城市的经验和特点基础上,结合当地实际情况,分析太原市实行以房养老的可行性,并对以房养老在未来中国发展和实施所需的配套体系和外部环境进行了探讨。
[Abstract]:The current trend of aging population in China will inevitably lead to a large number of potential social and economic problems, especially the problem of old-age security. On the one hand, because China's current social old-age insurance system is not perfect, there are problems of system and management, resulting in the problem of narrow coverage of the population and low level of security; on the other hand, the elderly cannot rely entirely on the state for the aged; on the other hand, Due to the implementation of family planning policy in China for a long time, "4-2-1" families and "empty nest" families in cities have sprung up in large numbers, which makes the traditional family old-age support model unsustainable, and it becomes impractical for the elderly to rely entirely on the family for the aged. It can be seen that the current endowment insurance system and the traditional family pension model have been difficult to cope with the increasingly serious aging crisis in China. Under such a social background, it is imperative to explore a new pension model suitable for our national conditions. "Housing reverse Mortgage loan" is a kind of solution to guarantee the old people's life in foreign countries, which provides a new way of thinking for China to solve the problem of old age. The form adopted abroad is that the elderly mortgage their housing to banks or special institutions to obtain loans for the aged, while the elderly still have the right to live in the house, and the housing after death is used to repay the loan. In combination with its own characteristics, China has developed a model of "providing for the aged by housing", in which the elderly enrich pension funds through various ways, such as rent, exchange, sale and mortgage of real estate. The development of housing for the aged, on the basis of the traditional social and family old-age support, and based on the self-housing, will help to reduce people's worries about the life of their old age. It is of great significance to improve the old people's life in old age and to promote social stability and socialist harmony. This article selects Taiyuan as the research object, on the basis of analyzing the experience and characteristics of the typical foreign countries and domestic pilot cities, combining with the local actual situation, analyzes the feasibility of using housing to provide for the aged in Taiyuan. The supporting system and external environment for the future development and implementation of housing for the aged in China are discussed.
