对外直接投资的国际政治经济学:一种分析框架

【摘要】：作者构建了一种对外直接投资的国际政治经济学分析框架。跨国公司是国际政治经济学研究的传统议题,随着对外直接投资的增多以及投资政策的自由化,需要一种新的分析框架来理解跨国公司与民族国家的关系演变。跨国公司及其对外直接投资在国家间、国家内部流动时,因利益分配产生的政治博弈以及管理这类资本流动的政策工具就成为关注重点。投资流动导致的分配差异是政治博弈的原因,而政治博弈能否进行以及效果如何,则要看管理投资流动的政策。因此,分析对外直接投资的作用时,需要结合分配性与政策工具两者进行,从利益和制度两个变量来思考经济力量和政治力量的互动关系。该分析框架有助于我们突破国内、国际分野,从更为均衡的角度考察投资流动与制度变革之间的关系。
[Abstract]:Transnational corporations (TNCs) are the traditional topics of international political economics. With the increase of FDI and the liberalization of investment policies, a new analytical framework is needed to understand the evolution of the relationship between TNCs and nation-states. When FDI flows between countries and within countries, the political game arising from the distribution of benefits and the policy tools for managing such capital flows become the focus of attention. Therefore, when we analyze the role of FDI, we need to consider the interaction between economic and political forces in terms of both distributive and policy instruments, considering the two variables of interest and institution.
