“综改区”背景下的山西金融改革研究

【摘要】:2010年12月13日,,山西省以“资源型经济转型”为主题的综合配套改革方案获得国家批准。山西全省域作为“国家资源型经济转型综合配套改革试验区”(下称“综改区”),为山西转型跨越发展提供了重大机遇。在现代经济运行中,金融不仅是推动经济发展的核心力量,更是促进经济持续增长的强劲动力。山西“综改区”建设需要金融的强有力支持,山西金融业需要借助“综改区”优势实现跨越发展。因此,深入研究“综改区”背景下的山西金融改革,对山西“综改区”建设和山西转型跨越发展具有重要意义。 本文第一、二章阐述了文章的研究背景、意义,回顾了国内外研究现状和相关基础理论,便于从理论上对山西金融改革有一定的认识。第三章结合资源型经济转型的内涵和路径,提出山西“综改区”建设对金融的总体要求。第四章实证分析了山西金融对经济增长的作用,结论是山西金融发展欠缺,金融功能没有充分发挥,造成对经济增长的作用不大。第五章对山西金融发展中出现的问题进行了具体探究。第六章借鉴浦东、滨海新区的金融改革经验。针对面临的问题和借鉴其他“综改区”的金融改革经验,最后一章提出山西要充分挖掘“综改区”先行先试的政策优势,以完善资本市场,改革银行机构,建立低碳金融中心为金融改革的突破口。并进一步提出了具体的政策建议:大力培育资本市场,完善资本市场体系;促进银行机构改革,加大银行信贷投放力度;加快非银行金融机构发展,形成多元化的金融格局;打造低碳金融中心,优化金融生态环境。
[Abstract]:On December 13, 2010, Shanxi Province's comprehensive reform program with the theme of "resource-based economic transformation" was approved by the state. Shanxi province as a "comprehensive reform experimental area of national resource-based economic transformation" (hereinafter referred to as "comprehensive reform area") provides a great opportunity for Shanxi's transformation and leapfrogging development. In modern economic operation, finance is not only the core force to promote economic development, but also the strong power to promote sustained economic growth. The construction of Shanxi's "comprehensive reform area" needs the strong support of finance, and the financial industry of Shanxi needs the advantage of "comprehensive reform area" to realize the leapfrogging development. Therefore, it is of great significance to study the financial reform of Shanxi under the background of "comprehensive reform area" for the construction of Shanxi "comprehensive reform area" and the transition and leapfrogging development of Shanxi Province. The first and second chapters of this paper describe the research background and significance of the article, review the domestic and foreign research status and related basic theories, so as to have a certain understanding of Shanxi financial reform theoretically. The third chapter puts forward the overall financial requirements of Shanxi's "comprehensive reform zone" combined with the connotation and path of resource-based economic transformation. The fourth chapter empirically analyzes the effect of Shanxi finance on economic growth. The conclusion is that the financial development of Shanxi is deficient and the financial function has not been brought into full play, resulting in little effect on economic growth. Chapter five explores the problems in the development of Shanxi finance. The sixth chapter draws lessons from the financial reform experience of Pudong and Binhai New area. In view of the problems faced and the experience of financial reform in other "comprehensive reform areas", the last chapter puts forward that Shanxi should fully exploit the policy advantages of "comprehensive reform areas" in order to perfect the capital market and reform the banking institutions. The establishment of a low-carbon financial center is a breakthrough in financial reform. Furthermore, some specific policy suggestions are put forward: to cultivate the capital market and perfect the capital market system, to promote the reform of the banking institutions, to increase the bank credit investment, to accelerate the development of non-bank financial institutions and to form a diversified financial structure; Build a low-carbon financial center, optimize the financial ecological environment.
