中国金融中心发展问题研究

【摘要】：金融中心是各类金融机构开展各种金融中介和交易活动的资本集散地和金融交易清算地。金融中心的功能是优化金融资源配置、实现金融信息集散与价格发现、并进行风险管理。金融中心可以促进资本集聚以辐射区域经济、加速金融深化与金融创新、提升国家经济金融实力并维护国家经济金融安全。目前全球金融中心的发展呈现出了百舸争流的趋势，但是以欧美发达国家金融中心为主、离岸金融中心和新兴市场国家金融中心为辅的基本格局没有改变。由于金融中心的重要作用，中国也开始重视发展自己的金融中心，中国各地掀起了建设金融中心的热潮。各大城市纷纷提出要建设各种类型的金融中心。因此，，在这种情况下，对当前中国金融中心发展所处的经济金融环境、中国金融中心发展的基本态势、中国金融中心发展需要重点解决的几大问题进行一个初步全面及时的研究，并提出针对性的政策建议，无疑具有重要的现实意义。本文运用理论研究与实证研究相结合的研究方法，首先对中国金融中心发展问题的研究文献进行了综述。本文随后对中国金融中心发展所面临的经济金融环境进行了研究，认为当前的经济金融环境是：世界经济贸易复苏缓慢、全球金融中心格局持续变化；国际货币体系正在面临重大结构调整；人民币跨境结算和香港离岸人民币市场发展良好，货币互换协议与安排快速发展。本文总结中国金融中心发展的基本态势是：金融中心体系更趋完善，金融中心城市的分工和定位更加清晰；北京、上海、深圳在中国金融中心城市建设中的引领地位日趋明显；金融功能区建设取得实质进展；金融市场建设得到进一步重视；离岸金融与在岸金融相互补充相互促进；政府主导型的金融中心建设模式。中国金融中心发展当然也存在一些亟待解决的问题，本文认为进一步优化金融生态环境、金融中心服务于实体经济发展问题、科学规划建设金融功能区问题和金融中心整合现有金融资源的问题是迫切需要解决的4大问题。本文在以上研究的基础上提出了若干政策建议。
[Abstract]:Financial center is a kind of financial institution to carry out various financial intermediation and trading activities of capital distribution and financial transactions clearing place. The function of the financial center is to optimize the allocation of financial resources, to realize the distribution of financial information and price discovery, and to carry out risk management. Financial center can promote capital agglomeration to radiation regional economy, accelerate financial deepening and financial innovation, promote national economic and financial strength and maintain national economic and financial security. At present, the development of the global financial center is showing a trend of competition, but the basic pattern of the offshore financial center and the financial center of emerging market countries is not changed, mainly in the developed countries of Europe and the United States, and supplemented by the offshore financial center and the financial center of emerging market countries. Because of the important role of the financial center, China also began to attach importance to the development of its own financial center. Major cities have proposed the construction of various types of financial center. Therefore, under such circumstances, with regard to the current economic and financial environment in which China's financial center is developing, the basic situation of the development of China's financial center, There is no doubt that it is of great practical significance to carry out a preliminary, comprehensive and timely study on the several major problems that need to be solved in the development of China's financial center and to put forward targeted policy recommendations. In this paper, theoretical and empirical research methods are used to summarize the literature on the development of Chinese financial centers. This paper then studies the economic and financial environment facing the development of China's financial center, and points out that the current economic and financial environment is: the recovery of world economic and trade is slow, the pattern of global financial center continues to change; The international monetary system is facing major restructuring; cross-border settlement of renminbi and offshore renminbi market in Hong Kong are well developed, and currency swap agreements and arrangements are developing rapidly. This paper summarizes the basic situation of the development of China's financial center: the financial center system is more perfect, the division of labor and positioning of the financial center city is clearer, the leading position of Beijing, Shanghai and Shenzhen in the construction of China's financial center city is becoming more and more obvious; Substantial progress has been made in the construction of financial functional zones; further attention has been paid to the construction of financial markets; offshore finance and onshore finance complement and promote each other; and the government-led financial center construction model. Of course, there are some problems to be solved urgently in the development of Chinese financial center. This paper holds that the financial ecological environment should be further optimized and the financial center should serve the development of the real economy. The scientific planning and construction of financial functional zones and the integration of existing financial resources by financial centers are four problems that need to be solved urgently. Based on the above research, this paper puts forward some policy suggestions.
