中国-东盟金融合作中人民币区域化的金融政策法规研究

【摘要】：中国东盟金融合作中人民币区域化是人民币国际化路径选择的第一步。在东盟区域实现人民币区域化的诸多障碍中,首先要解决的是法律障碍;目前主要存在资本账户管制尚未取消、人民币在境外流通存在数额限制、流通渠道不规范、外汇和税收政策的干扰、缺乏汇率协调机制以及人民币计价结算管制依然存在等法律障碍。应对的办法是积极出台相应的政策法规,逐步开放人民币开户限制;加强对人民币流出流入渠道的法律保障;建立区域汇率协调机制;实现人民币从边境贸易向一般贸易转移并实行一般贸易结算退税政策;在东盟区域内构建人民币结算体系等;为人民币区域化提供制度保障。
[Abstract]:The regionalization of RMB is the first step in the choice of RMB internationalization path in the financial cooperation between China and ASEAN. Among the many obstacles to the regionalization of RMB in the ASEAN region, the first thing to be solved is the legal obstacle. At present, there are mainly capital account controls that have not been abolished, the amount of RMB circulating abroad is restricted, and the circulation channels are not standardized. The interference of foreign exchange and tax policy, the lack of exchange rate coordination mechanism and RMB pricing and settlement control remain legal obstacles. The corresponding policies and regulations should be introduced actively, the restriction of RMB account opening should be opened step by step, the legal protection of the inflow channel of RMB should be strengthened, and the regional exchange rate coordination mechanism should be established. To realize RMB transfer from border trade to general trade and implement general trade tax rebate policy; to construct RMB settlement system in ASEAN region; to provide system guarantee for RMB regionalization.
