衡阳市农村金融发展问题研究

【摘要】：经过多年改革发展,国内农村发生了翻天覆地的变化,虽然农村金融的发展取得了一定成就,然而还存在很多不足,国内广大农村地区仍然存在农户及农企贷款难等局面,因此对国内农村金融的发展情况进行研究存在重要的现实意义。本研究从衡阳市农村金融的发展实况出发,主要研究衡阳市农村正规性金融机构发展情况,对发展中存在的问题进行研究分析,主要问题存在于组织体系、组织功能、农业保险、金融风险、监管体系等方面；接着对衡阳市农村金融中问题出现原因进行分析；然后研究国外农村金融实际发展情况,对其中科学先进的经验结合衡阳市实际发展情况进行借鉴.最后从外部和内部改进措施两个方面提出促进衡阳市农村金融发展的政策建议,前者主要包括政府政策支持、推进农村利率市场化改革、加强法律体系及监管体系的保障及改善衡阳市信用环境,后者主要包括衡阳市农村金融结构的完善、衡阳市农村金融机构服务体系的创新及衡阳市民间金融发展的规范,旨在为解决衡阳市“三农”问题做出贡献,促进衡阳市农村经济及农业的发展。
[Abstract]:After many years of reform and development, great changes have taken place in the domestic rural areas. Although the development of rural finance has made certain achievements, there are still many deficiencies. In the vast rural areas of the country, there are still difficulties in lending to farmers and agricultural enterprises. Therefore, it has important practical significance to study the development of rural finance in China. Starting from the development of rural finance in Hengyang City, this study mainly studies the development of rural formal financial institutions in Hengyang City, and analyzes the problems existing in the development. The main problems lie in the organizational system and organizational function. Agricultural insurance, financial risk, regulatory system and so on; Then the causes of problems in rural finance in Hengyang City are analyzed; then the actual development of rural finance in foreign countries is studied and the scientific and advanced experience combined with the actual development of Hengyang City is used for reference. Finally, from the external and internal aspects of improvement measures to promote the development of Hengyang rural financial policy recommendations, the former mainly includes government policy support, promote market-oriented reform of rural interest rates. Strengthening the protection of the legal system and the supervision system and improving the credit environment of Hengyang, the latter mainly includes the perfection of the rural financial structure of Hengyang, the innovation of the service system of the rural financial institutions in Hengyang and the norms of the development of the folk finance in Hengyang. The purpose is to contribute to solving the problem of agriculture, rural areas and farmers in Hengyang City and promote the development of rural economy and agriculture in Hengyang City.
