公共养老储备基金投资管理模式国际比较与中国改革建议

【摘要】：近十年全球社会保障改革进程中,创建公共养老储备基金成为较多国家社会保障制度改革新的潮流和趋势。基于中国现实,本文提出建立以外汇储备作为主要融资来源的主权养老基金、社会保障基金与基本养老个人账户基金分隔管理、加强公共养老储备基金立法、强化我国公共养老储备基金治理机制与风险控制的改革建议。
[Abstract]:In the process of global social security reform in recent ten years, the establishment of public pension reserve funds has become a new trend and trend of social security system reform in more countries. Based on the reality of China, this paper proposes to establish a sovereign pension fund with foreign exchange reserves as the main source of financing, separate management between the social security fund and the basic pension individual account fund, and strengthen the legislation of the public pension reserve fund. The reform suggestion of strengthening the governance mechanism and risk control of the public pension reserve fund in China.
