【摘要】:新巴塞尔协议于2004年正式提出了操作风险的概念,将其与市场风险、信用风险一同列为银行经营管理的三大风险。最近发生的国际、国内金融案件也警醒了我们,,商业银行的操作风险防控形势不容乐观,其后果不容小觑,这引起了银行本身和监管机构的高度重视。从目前来看,银行所面临的市场风险和信用风险是相似的,操作风险却大不相同,操作风险管理的质量必将成为未来银行业全面发展的制约因素,也将成为银行风险管理的主要方向。柜面业务是银行的基础业务,是为客户提供金融产品和服务的场所,是银行经营业务的第一线,肩负着核算业务的重要职责,其提供的优质服务更是银行稳健经营、健康发展的重要保证。 柜面业务操作风险是指银行的经营网点在受理客户业务的过程中,由于内部欺诈、外部欺诈、客户、产品和业务活动事件、信息科技系统事件;执行、交割和流程管理事件等造成银行或者客户资金损失而形成的风险。它所产生的风险具有人为性、隐蔽性、危害的严重性、不确定性等特点,是银行操作风险管理的重要组成部分。在商业银行实际运营中,由于各种原因,柜面业务操作风险无处不在,而且纵观最近几年的大案要案,都与操作风险脱不了干系,无一不给银行带来了巨额的经济损失及声誉损失。最近新闻中,频发的银行存款丢失,给公众带来了巨大恐慌。泸州老窖在工行中州支行1.5亿元存款“不翼而飞”,东风汽车公司社会保险中心1亿元人民币被多家银行内外勾结,通过私刻公章、伪造金融票据以及更换客户印鉴卡等行为“挪作他用”,这些银行大案的频频出现,与有章不循、违章操作、监督乏力有重要关系。同时,柜面也是银行操作风险最为集中、与其他业务关联度最高和最难以防控的领域。近些年来,虽然银行对柜面业务在信息技术、优化流程和监督方面等做了巨大的努力,但是纵观银行业近些年来的风险事件,柜面业务操作风险仍然是银行风险管理的重要内容。研究柜面业务操作风险问题的必要性有两个方面。其一,识别银行柜面业务风险的管理漏洞和出现的各类风险。其二,通过对问题的分析,探索行之有效的解决办法。 论文首先介绍了论文的写作背景、意义、研究方法和内容,其次介绍操作风险和柜面业务操作风险的内涵、特征及表现形式,再次结合兴业银行长春分行现状,归纳其柜面业务操作风险现状和问题,对柜面业务操作风险进行识别和成因分析,最后从四方面探讨完善兴业银行长春分行柜面业务操作风险管理的对策,从事前、事中、事后及实施保障等方面,加强柜面业务操作风险管理,为有效解决长春分行柜面业务操作风险管理现状提供了思路,并针对长春分行特有的特征提出了观点,从认知、制度、人员、系统和服务等方面剖析产生柜面业务操作风险的原因,其中服务是本文标新的观点。最后,结合分行实际,提出能够控制柜面业务操作风险的意见。
