次贷危机下中美两国危机救助公共政策的比较及启示

【摘要】：危机救助管理是一国公共管理的重要职能。比较研究发现,虽然同是应对金融危机,要运用到诸如增加金融市场流动性和加大政府支出的公共政策措施,中美两国仍在对货币和财政政策的依赖、对市场监控指标的选择、政府支出的投向等方面存在较大差异。完善中国政府的金融救助框架和政策要顾及到这样的四个方面,即:危机救助中增加流动性至关重要、市场机制培育,"道德风险"考量以及救助政策的数量和法律"硬约束"等。
[Abstract]:Crisis relief management is an important function of a country's public administration. The comparative study found that although both countries are responding to the financial crisis and applying public policy measures such as increasing liquidity in financial markets and increasing government expenditure, China and the United States are still relying on monetary and fiscal policies and choosing market monitoring indicators. There are great differences in the investment of government expenditure and so on. To perfect the financial rescue framework and policy of the Chinese government, we should take into account the following four aspects: increasing liquidity is essential in crisis relief, and market mechanisms should be nurtured. The consideration of moral hazard, the quantity of rescue policy and the hard restriction of law, etc.
