我国房地产信贷业务风险控制的实证研究

【摘要】:作为国民经济的基础性产业,房地产是国民经济中不可缺少的重要组成部分,房地产业的发展对于优化调整产业结构,促进社会的稳定,以及经济的发展具有非常重要的作用。房地产业与金融业是相互依存的,房地产业的快速发展得益于金融业的大力支持。虽然房地产业的融资渠道很多,但银行信贷资金依然是房地产业首要的,也是最为重要的资金来源。房地产信贷在推动整个房地产业的健康发展的同时,也为国民经济的快速增长发挥了十分积极的作用。 随着房地产业的大力发展,我国的房地产信贷也得到了快速发展,成为各个商业银行竞相抢占的重要领域。虽然我国目前的房地产信贷结构总体上较为合理,信贷资产的质量也相对较好,但是由于我国房地产市场机制不够健全,房地产业受到国家的行政干预较多,商业银行在满足房地产信贷资金需求的同时,也承担了房地产业大量的融资风险。 对于商业银行而言,应当充分考虑到房地产信贷风险的隐蔽性、滞后性和长期性等特征,高度重视房地产信贷风险,严格审查房地产项目,贷款者信誉,关注后期偿还力,做到贷前、贷中、贷后的全程防范。尤其是加强贷前风险的判断和决策,以及房地产信贷的信用风险度量等,增强房地产信贷风险的把控能力。 长期以来,我国商业银行的房地产信贷风险度量工具,以及对风险的控制手段都比较落后,尚未形成一个适应现代商业银行制度要求和保持信贷业务健康、稳定、可持续发展的房地产信贷风险度量体系,因而极不利于规避和分散房地产信贷风险。 在当前房价的高速增长下,大量的风险被掩盖,商业银行应当充分认识到这一隐患,,高度重视由于房地产周期的调整带来的信贷风险。在新的宏观政策形势下,商业银行必须制定严格的信贷制度和标准,加强对信贷资金的管理与运用,强化内控制度的建设,从而增强对信贷风险的控制能力,以保障我国房地产信贷业务的健康、持续发展。
[Abstract]:As the basic industry of the national economy, real estate is an indispensable and important part of the national economy. The development of the real estate industry plays a very important role in optimizing and adjusting the industrial structure, promoting social stability, and economic development. The real estate industry and the financial industry are interdependent, and the rapid development of the real estate industry benefits from the strong support of the financial industry. Although there are many financing channels for the real estate industry, bank credit funds are still the primary and the most important source of funds for the real estate industry. Real estate credit not only promotes the healthy development of the whole real estate industry, but also plays a very positive role in the rapid growth of the national economy. With the development of the real estate industry, the real estate credit in our country has also been developed rapidly, which has become an important field for various commercial banks to seize. Although the current real estate credit structure in our country is generally more reasonable, and the quality of credit assets is relatively good, because the real estate market mechanism in our country is not perfect enough, the real estate industry is subject to more administrative intervention by the state. Commercial banks not only meet the needs of real estate credit funds, but also bear a large number of financing risks in the real estate industry. As far as commercial banks are concerned, we should fully consider the concealment, lag and long-term characteristics of real estate credit risk, attach great importance to real estate credit risk, strictly examine real estate projects, the credibility of borrowers, and pay attention to the ability to repay at a later stage. In particular, we should strengthen the judgment and decision-making of pre-loan risk, as well as the credit risk measurement of real estate credit, so as to enhance the control ability of real estate credit risk. For a long time, the real estate credit risk measurement tools of commercial banks in China, as well as the means of risk control are relatively backward, and have not yet formed a system to meet the requirements of modern commercial banks and maintain a healthy and stable credit business. The sustainable development of real estate credit risk measurement system is not conducive to avoiding and dispersing the real estate credit risk. Under the current rapid growth of house prices, a large number of risks are covered up. Commercial banks should fully recognize this hidden danger and attach great importance to the credit risk caused by the adjustment of the real estate cycle. Under the new macro policy situation, commercial banks must formulate strict credit system and standards, strengthen the management and application of credit funds, strengthen the construction of internal control system, so as to enhance the ability to control credit risk. In order to ensure the healthy and sustainable development of real estate credit business in China.
