日本中小企业对外直接投资的政策支持体系及对中国的启示

【摘要】：日本中小企业数量众多,对日本经济的发展起到了巨大的推动作用。日本中小企业从20世纪60年代开始从事对外直接投资,期间虽然经历过些许曲折,但仍取得了重大的成果。日本中小企业对外直接投资的快速发展,一方面是由于中小企业对海外投资有着强烈的需求,另一方面则是由于日本政府为中小企业的对外直接投资制定了详尽的扶持政策。日本政府在中小企业对外直接投资的融资、税收、保险、社会服务等方面制定了一系列的优惠政策,形成了完善的扶持体系,在很大程度上为中小企业的对外直接投资扫除了障碍。 我国从2000年开始实行“走出去”战略,在政府政策的指引下,中国企业的对外直接投资取得了一定的成就,2010年,中国的对外直接投资流量跃居全球第五,但总的来看,其投资存量仍然较低,企业在对外直接投资过程中出现了诸多问题：如融资渠道狭窄、信息流通不畅、保险制度不完善等,政府对企业尤其是中小企业对外投资的扶持力度也远远不够,政府和企业都迫切需要汲取国外对外投资的成功经验。日本80年代的经济发展与当前中国的发展有一定的相似之处、GDP增长独领风骚、本币面临着升值的压力、企业对外直接投资规模日趋扩大,政府有意干预经济活动,可以说,现在中国中小企业面临着与日本中小企业相似的投资环境,因此,借鉴日本政府扶持中小企业对外直接投资的经验对完善我国的中小企业对外投资支持体系有着重大的指导意义。 本文从全面分析日本政府中小企业对外直接投资的支持政策出发,为中国政府完善本国中小企业对外直接投资的支持政策提供了新的思路。本文主要分为五个部分的内容： 第一部分为绪论,主要介绍本文的研究背景、研究目的及意义、国内外研究动态以及本文的研究思路、创新与不足。 第二部分界定了中小企业的概念与特征,并分析了政府支持中小企业的理论依据以及中小企业进行对外直接投资的理论依据。 第三部分评价了中小企业在日本对外直接投资中的地位与动机,回顾了其对外直接投资的历史、并且列出了震后日本中小企业对外投资的变化。 第四部分为本文的重点内容,着重分析了日本政府对中小企业对外投资的政策支持体系。首先简要分析了对外投资政策支持体系的主要特征,介绍了日本政府增强中小企业国际竞争力的些许经验,然后从融资、税收、保险、技术、外交、社会服务等各个方面对中小企业的支持政策进行了详细评述,接下来又分析了东日本大地震后的政策支持体系,最后对日本政府实施政策支持的效果进行了简要的评价。 第五部分分析了我国的中小企业在对外直接投资以及政府扶持政策上的不足,同时基于日本经验,提出了完善我国中小企业对外直接投资扶持政策的几点建议。 本文综合参考了相关文献,援引了最新数据,综合论述了日本中小企业对外直接投资的政策支持体系,以期对完善中国中小企业对外直接投资的政策支持有所帮助。
[Abstract]:The number of small and medium-sized enterprises in Japan has played an important role in the development of Japan's economy. Small and medium-sized enterprises in Japan began to engage in foreign direct investment in the 1960s, while during the period, the small and medium-sized enterprises have experienced some twists and turns, but still have achieved significant results. The rapid development of the foreign direct investment of small and medium-sized enterprises in Japan, on the one hand, is due to the strong demand of small and medium-sized enterprises for overseas investment, and on the other hand, the Japanese government has developed a detailed supporting policy for the foreign direct investment of small and medium-sized enterprises. The Japanese government has developed a series of preferential policies in the aspects of financing, taxation, insurance and social services of the foreign direct investment of small and medium-sized enterprises, so as to form a perfect support system, and to a great extent, the foreign direct investment of the small and medium-sized enterprises has cleared the obstacle. China started to implement the "Get out of here." strategy from 2000. Under the guidance of the government policy, the foreign direct investment of the Chinese enterprises has made some achievements. In 2010, China's foreign direct investment flows to the fifth place in the world, but in general, the investment stock of China is still higher There are many problems in the process of foreign direct investment, such as narrow financing channel, poor information circulation, imperfect insurance system and so on, and the government's support to the foreign investment of enterprises, especially small and medium-sized enterprises, is far from enough, both the government and the enterprise need to draw on the success of foreign investment in foreign countries The economic development in the 80 's of Japan is similar to the current China's development, the GDP growth is unique, the local currency is facing the pressure of appreciation, the foreign direct investment scale of the enterprise is increasing, the government intends to intervene the economic activity, can As a result, China's small and medium-sized enterprises are facing an investment environment similar to that of the small and medium-sized enterprises in Japan.
