辽宁省技术创新金融支持体系的研究

【摘要】：科学技术是第一生产力，技术创新是一国经济持续增长的内在动力与重要因素。熊彼特、索洛等经济学家对技术创新促进经济增长进行了实证分析和理论分析，均证明了技术创新对经济增长具有重大的推动作用。金融已成为现代经济的主导力量，而技术创新需要一个良好的高效率的金融支持体系，否则技术创新就难以取得成功。随着社会经济发展的深化，金融支持体系对技术创新的影响愈来愈大，金融支持体系是否完善已成为影响技术创新持续发展的一个重要因素。 辽宁省在国家东北老工业基地的振兴规划中占有重要地位。建国以来，辽宁省工业基础雄厚，工业门类齐全，但是受计划经济体制的影响，工业企业拥有知识产权技术的不多，技术创新能力有待提高。如何抓住我国经济社会发展的战略机遇期，加快创新步伐，实现辽宁省经济发展转型与升级，关键在于构建符合辽宁省实际技术创新金融支持体系，将技术创新与金融支持紧密结合，提高自身的科技研发水平。 本文首先梳理了近年来技术创新金融支持体系的国内外相关研究，分析了金融体系支持技术创新的作用路径，并指出金融体系对技术创新的直接融资支持和间接融资支持，对二者的优势与劣势分别进行了说明。其次从科技创新体系建设状况、科技成果、科技经费投入等分析了辽宁省技术创新体系的现状，着重分析了辽宁省科技经费的筹集现状以及存在的问题。在此基础上，搜集了全国30个省市最近5年科技经费筹集的数据和科技创新成果，运用DEA（数据包络分析）模型对辽宁省技术创新金融支持体系进行了实证分析，评价了辽宁省技术创新金融支持体系的效率。最后总结了国外技术创新金融支持制度实践经验，分析了全国部分省市促进技术创新在金融业务上革新实践，从促进技术创新法律制度的完善、政府资金支持、银行业对技术创新的支持、加快发展信用担保等方面提出了金融支持辽宁省技术创新的对策与建议。
[Abstract]:Science and technology is the primary productive force, and technological innovation is the internal driving force and important factor of a country's sustained economic growth. Schumpeter, Solo and other economists carried out empirical analysis and theoretical analysis of technological innovation to promote economic growth, which proved that technological innovation plays an important role in promoting economic growth. Finance has become the leading force of modern economy, and technological innovation needs a good and efficient financial support system, otherwise technological innovation will be difficult to succeed. With the deepening of social and economic development, the financial support system has more and more influence on technological innovation. Whether the financial support system is perfect or not has become an important factor affecting the sustainable development of technological innovation. Liaoning Province plays an important role in the revitalization planning of the old industrial base in Northeast China. Since the founding of the people's Republic of China, Liaoning Province has a strong industrial foundation and a complete range of industries. However, under the influence of the planned economy system, there are not many industrial enterprises with intellectual property rights and technology, and their technological innovation ability needs to be improved. How to seize the strategic opportunity period of China's economic and social development, speed up the pace of innovation, and realize the transformation and upgrading of Liaoning's economic development, the key lies in the construction of financial support system in line with the actual technological innovation in Liaoning Province, the close combination of technological innovation and financial support, and the improvement of their own level of scientific and technological research and development. This paper first combs the relevant research at home and abroad of the financial support system of technological innovation in recent years, analyzes the role of the financial system in supporting technological innovation, and points out the direct financing support and indirect financing support of the financial system to technological innovation, and explains their advantages and disadvantages respectively. Secondly, it analyzes the present situation of technological innovation system in Liaoning Province from the construction of scientific and technological innovation system, scientific and technological achievements, and investment in scientific and technological funds, with emphasis on the current situation and existing problems of raising scientific and technological funds in Liaoning Province. On this basis, the data and achievements of scientific and technological innovation raised by 30 provinces and cities in China in the last 5 years are collected, and the financial support system of technological innovation in Liaoning Province is empirically analyzed by using DEA (data Envelopment Analysis) model, and the efficiency of the financial support system of technological innovation in Liaoning Province is evaluated. Finally, this paper summarizes the practical experience of foreign technological innovation financial support system, analyzes on the reform practice of promoting technological innovation in financial business in some provinces and cities in China, and puts forward some countermeasures and suggestions for financial support for technological innovation in Liaoning Province from the aspects of promoting the perfection of technological innovation legal system, government funds support, banking support for technological innovation, speeding up the development of credit guarantee, and so on.
