网络监督及其政府应对策略研究

【摘要】：互联网的普及正在改变着人们的生活方式，对社会政治生活也产生了极其深刻的影响。2012年1月16H,中国互联网络信息中心（CNNIC)发布的《第29次中国互联网络发展状况统计报告》显示，截至2011年底，我国网民达到5.13亿，互联网普及率达到38.3%。开放、自由和共享的网络开始改变国人经济、政治和社会生活等各个方面，特别是虚拟社会的兴起，网民通过互联网进行政治参与的意识和能力不断增强，网络民意逐步凸显，在网络媒体的平台上，，广大网民发表意见建议，行使民主权利，虚拟的W络舆论正在变成现实的监督力量，并用其"实绩”证明了自身强大的震慑力。政府如何应对网络监督是新形势下面临的重大课题。当前，地方政府在应对网络监督的实践过程中还存在无章可循、被动应对的情况，影响了政府职能的发挥以及政府形象的树立，在理论和实践中还有许多地方需耍我们探索。本文通过比较研究法、调查分析法、个案分析法、文献分析法，对国内外政府应对网络监督的方法借鉴以及相关理论的分析和比较。对照国外和我国政府在应对网络监督方面取得成果的经验基础上，对政府如何应对网络监督进行了初步研究，找出当前政府在应对网络监督过程中存在的主要问题以及原因分析，提出几点政府积极主动应对网络监督的对策性建议，以解决政府在应对网络监督中的被动局面，更好地化解矛盾，加强政府对虚拟网络社会的有效管现。

Government network supervision is how to deal with the new situation At present, there are still no chapters to follow in the practice of local government's response to network supervision. The passive response has affected the function of government and the establishment of the government's image. There are still many places for us to explore in theory and practice.
In this paper, through the comparison research method, investigation method, case analysis, literature analysis, comparative analysis and reference of domestic and foreign government to deal with the network supervision and related theory. The control of foreign and Chinese government have the experience based results in response to the network supervision, the government on how to deal with the network supervision carried out a preliminary study the analysis, find out the main problems of the current government in response to the network supervision process and reasons, puts forward some countermeasures and suggestions of government actively deal with the network supervision, to solve the passive situation in response to the network supervision, resolve conflicts, strengthen government effectively to the virtual network society.
