吉林电信LTE网络建设项目风险管理研究

【摘要】:自2008年9月30日,通信行业拆分合并重组以来,中国电信收购了原中国联通的CDMA网络,中国联通合并中国网通改名新联通,中国移动与中国铁通合并,最终形成了电信业三大运营商互相竞争的局面。2009年,中国电信借助CDMA技术及频段的优势平滑升级到EVDO网络,并逐步确立领先优势,成为覆盖最广、稳定性最高的3G网络。2015年2月27日工业和信息化部正式向中国联通、中国电信发放了FDD-LTE网络制式的4G许可牌照。由此,我国全面进入4G规模商用时代。三大运营商为了争取用户份额的战斗即将打响,2015年也注定成为中国通信发展史上非常重要的一年。LTE技术的发展为电信带来了新的机遇和挑战。因为LTE网络建设项目存在包含的子项目繁多、工期进度要求紧的特点,所以在项目建设中容易遇到各种问题。本文主要通过对吉林电信LTE网络建设项目的风险管理现状和存在的主要问题进行分析,研究更加适合通信企业建设项目特点的风险管理方法。文章首先对吉林电信LTE网络建设项目风险管理现状和存在的问题进行分析,其次将吉林电信LTE网络建设项目作为主要对象,通过对吉林电信LTE网络建设项目分别进行风险识别和风险评估,最终提出行之有效的风险管理措施以及监控手段。发现吉林电信LTE网络建设项目中显而易见现存的或潜在的风险因素,通过上述管理措施或控制手段有效降低项目风险。
[Abstract]:Since September 30th 2008, when the communications industry was split and reorganized, China Telecom has acquired the CDMA network of former China Unicom. China Unicom has merged with China Netcom to change its name to new Unicom, and China Mobile and China Railcom have merged. In 2009, China Telecom smoothly upgraded to EVDO network with the advantage of CDMA technology and frequency band, and gradually established its leading advantage, becoming the widest coverage. The most stable 3G network. In February 27th 2015, the Ministry of Industry and Information Technology officially issued the 4G license for FDD-LTE network standard to China Unicom. China has entered the 4G scale commercial era. The battle of the three major operators for customer share is about to begin, 2015 is also destined to become a very important year in the history of China's communications development. LTE technology for telecommunications has brought a new. Opportunities and challenges. Because there are many sub-projects in the LTE network construction project, Because of the tight schedule, it is easy to meet various problems in the construction of the project. This paper mainly analyzes the risk management status and the main problems of Jilin Telecom LTE network construction project. This paper studies the risk management methods which are more suitable for the characteristics of telecommunication enterprise construction projects. Firstly, this paper analyzes the present situation and existing problems of Jilin Telecom LTE network construction project risk management. Secondly, Jilin Telecom LTE network construction project as the main object, through the Jilin Telecom LTE network construction project risk identification and risk assessment, Finally, effective risk management measures and monitoring measures are put forward. It is found that the obvious existing or potential risk factors in Jilin Telecom LTE network construction project, through the above management measures or control measures to effectively reduce the project risk.
