【摘要】:当前我国经济发展进入“新常态”,经济增速持续放缓与产业结构的重大调整是发展的必然趋势。在这一背景下,大宗物资货源持续下滑,高附加值零散白货需求不断攀升,铁路积极拓展“小、快、零”货源市场将成为发展的必由之路。集装箱运输作为一种先进的现代化货物运输方式,可以做到安全、准点、快速、方便,是多式联运输的主要方式,一直以来是铁路吸引高附加值货源的重要手段。2015年沈阳铁路现代物流建设会更是强调了集装箱运输的重要战略地位,并发布了《关于加快发展铁路集装箱与集装化运输的实施意见》(铁总运[2015]138号)。铁路集装箱中心站是承揽集装箱业务,办理集装箱作业的重要场所,目前全路已建设9个集装箱中心站、572个集装箱办理站,但由于管理粗放、理念滞后,造成了大部分集装箱中心站设施设备能力利用率低以及能力不协调等问题,未能发挥新设备、新技术在提高作业效率与降低物流成本方面所起到的应有作用。因此,为提升中心站整体运营管理水平,有必要针对铁路集装箱中心站设施设备能力协调方法设计等问题进行深入研究与探索。 本文在中国铁路总公司重大课题《适应铁路全程物流的铁路基础设施配套保障技术研究》的基础上,结合对不同集装箱中心站的现场调研反映的问题和理论分析,从如下几个方面对集装箱中心站设施设备能力协调问题进行了研究和探讨。 (1)分析了铁路集装箱中心站应具备的服务功能、功能区以及标准作业流程,总结了主要设施设备及能力计算方法;明确了设施设备能力协调的内涵,并从两个维度进行划分:一是设施设备设计作业能力与实际货流相互匹配的对外协调,二是各设施设备之间设计作业能力的相互匹配的对内协调。 (2)分析了影响能力协调的因素,在总结既有能力协调研究方法的基础上,基于相对离差的概念设计了对内协调度的计算方法,基于动态传递方程设计了对外协调度计算方法,并设计了内外综合协调度的计算公式;以中心站综合协调度最大为目标,以满足货运需求和不造成设备能力空费为主要约束条件,构建了设施设备能力协调的整数规划模型,并设计了相关算法。 (3)以成都集装箱中心站为例,计算分析了该站的对外协调度和对内协调度,结果显示该站对外协调度值较低,表现为设备能力利用率不足:通过设施设备能力协调的整数规划模型,并利用Matlab求解得出了最优设施设备配置方案。与原始方案相比,最优方案在满足货物需求的前提下,综合协调度提高了18.8%,证明了该模型的可靠性和合理性。

Railway container center station is the container business, handle set An important place for packing work, at present, has been the construction of 9 container center, 572 container handling stations, but due to extensive management, the concept of lag, caused the facilities and equipment capacity utilization rate is low and not coordinated ability of most container center, failed to play the role of new equipment, new technology in improving the operation efficiency and reduce logistics cost. Therefore, in order to improve the overall management level of the central station, it is necessary to carry out in-depth study and exploration for the railway container center station facilities and equipment design coordination methods and other issues.
In this paper, a major issue in Chinese < Railway Corporation to adapt the basic railway logistics of railway infrastructure supporting technology research on the combination of >, and theoretical analysis of the different container center station site investigation report, from the following aspects of container center station coordination problems of equipment capacity are studied and discussed.
(1) the service function of railway container center station should have the function and standard operating procedures, summarizes the main facilities and capacity calculation method; clear the connotation of coordination facilities and equipment capacity, and divided from two dimensions: one is the coordination of external equipment design and actual operation capacity of freight matching the two is the design work ability between facilities and equipment matching of internal coordination.
(2) analyzes the factors that influence the ability of coordination, based on summarizing the existing study coordination method, the relative deviation of the conceptual design calculation method of CO scheduling based on the design of the external coordination degree calculation method based on the dynamic transfer equations, calculation formulas and design and comprehensive coordination; to the central station comprehensive coordination as the goal, to meet the demand of freight and does not cause the equipment capacity waste as the main constraints, establishes an integer programming model of facilities coordination ability, and the related algorithm design.
(3) hub station in Chengdu as an example, analyzes the station's external coordination and internal coordination degree calculation, the results show that the station's external coordination degree is low, performance for the equipment capacity utilization rate is insufficient: the integer programming model of coordination facilities and equipment capacity, and obtained the optimal use of facilities and equipment configuration Matlab solution. Compared with the original scheme, the optimal scheme in order to meet the demand for goods under the comprehensive coordination degree is increased by 18.8%, to prove the reliability and rationality of the model.
