乌鲁木齐中亚区域国际金融中心的建设研究

【摘要】：“丝绸之路经济带”的提出为乌鲁木齐的金融业水平提出了更高的要求,乌鲁木齐的金融系统不断完善,与中亚国家的交通、能源、贸易等合作日益密切,为乌鲁木齐建立中亚区域国际金融中心提供机遇。乌鲁木齐建立中亚区域国际金融中心,可以维系地区政局稳定和经济合作,推进新疆与中亚区域贸易往来,推动乌鲁木齐的交通枢纽中心和商贸物流中心的建设,因而乌鲁木齐需要建立金融中心。乌鲁木齐具有地缘政治和地缘经济优势,乌鲁木齐自身的金融产业绩效、金融机构实力、金融运行效率和金融环境不断优化,不仅客观条件成熟,而且政府建立金融中心的目标明确,并已召开会议开始进行规划,有强烈的主观意愿。本研究首先分析金融中心设立有什么积极影响,是否必要;其次经由统计分析法,分析乌鲁木齐创建金融中心的条件,其中主要是金融行业的条件,包括金融产业绩效、金融机构实力、金融运行效率及金融生态环境四个方面;然后通过多层次因子分析法和断裂点模型,将乌鲁木齐与西北五省和西南四省的省会城市进行对比分析,分析乌鲁木齐的金融竞争力和金融辐射力,得出乌鲁木齐的金融竞争力排名第四,较为靠前,金融辐射范围较广,但辐射强度较弱;最后针对乌鲁木齐的金融发展情况,选择建立金融中心的发展模式与功能模式,指出乌鲁木齐应通过混合模式,建立内外分离型金融中心。同时针对金融竞争力研究中的五个方面,提出乌鲁木齐应扩大金融市场交易范围,增强金融机构实力,提高金融运行效率,加强经济基础建设和提高城市建设水平。
[Abstract]:The "Silk Road Economic Belt" has put forward higher requirements for the level of the financial industry in Urumqi. The financial system of Urumqi has been continuously improved, and its cooperation with Central Asian countries such as transportation, energy, and trade has become increasingly close. Providing an opportunity for Urumqi to establish an international financial center in Central Asia. The establishment of an international financial center in Central Asia can maintain regional political stability and economic cooperation and promote regional trade between Xinjiang and Central Asia. To promote the construction of the transportation hub and trade and logistics center in Urumqi, it is necessary to establish a financial center in Urumqi. Urumqi has geopolitical and geo-economic advantages, and Urumqi has its own financial industry performance. The strength of financial institutions, the efficiency of financial operations and the continuous optimization of the financial environment have not only ripe objective conditions, but also clear objectives for the government to establish financial centers, and meetings have been held to begin planning. There is a strong subjective will. This study first analyzes the positive impact of the establishment of the financial center, whether it is necessary; secondly, through the statistical analysis, it analyzes the conditions for the establishment of financial center in Urumqi, mainly the financial industry. It includes four aspects: financial industry performance, financial institution strength, financial operation efficiency and financial ecological environment, and then through multi-level factor analysis and break point model, By comparing Urumqi with the provincial capitals of five northwestern provinces and four southwest provinces, and analyzing the financial competitiveness and financial radiation power of Urumqi, it is concluded that Urumqi ranks 4th in financial competitiveness, which is more advanced and has a wide range of financial radiation. But the radiation intensity is weak. Finally, according to the financial development of Urumqi, the development mode and function mode of establishing financial center are chosen, and it is pointed out that Urumqi should adopt mixed mode. In view of the five aspects of financial competitiveness research, Urumqi should expand the scope of financial market transactions, strengthen the strength of financial institutions and improve the efficiency of financial operation. We will strengthen economic infrastructure and improve the level of urban construction.
