应急节点物流能力建设研究

【摘要】:突发事件发生后,应急救援物资是否能在最短的时间内,以最有效的方式调运至受灾地对救援效率的提高有着至关重要的影响,它关乎到是否能够争取更多的时间,挽救更多的生命财产损失。而节点作为应急物资调运网络中的重要组成部分,它的物流能力大小以及配置是否合理对应急物资到达灾区的效率有着非常重要的作用,所以针对调运网络中的应急节点物流能力研究有着一定的应用价值与现实意义。本文以应急物资调运网络中的节点物流能力为研究对象,提出应急物流能力的概念与相关理论,对物流能力进行量化分析,重点是对节点处物流能力的相对效率评价并进行优化改进,从而实现整体效率的提升。首先,对应急物流和物流能力的概念进行介绍,通过将两者结合,提出应急物流能力,分析其含义与组成要素,后续引入节点的概念,将研究对象限定为应急物资调运过程中的节点物流能力,分析应急节点物流能力的定义与特点;;其次,探讨了应急节点物流能力是由两部分要素共同构成,逐一进行详细介绍,并从内外部要素的角度分析了应急节点物流能力的影响因素,然后建立了应急节点框架模型,提出了节点物流能力的量化分析方法;最后,介绍数据包络分析法(DEA)并建立应急节点物流能力相对效率的DEA模型,对现有模型输入、输出指标的相对效率进行评价,分析配置过程中存在的问题,然后对原有模型进行优化改进,将有限的应急资源进行重新配置,实现物资调运的整体效率最大化。最后引入案例,验证了应急节点物流能力优化改进模型的有效性,能够通过重新配置有限的应急资源,实现整体调运效率的有效提高,为资源配置过程中存在的问题提供了解决方法。
[Abstract]:After an emergency incident, whether the emergency relief materials can be transferred to the disaster area in the shortest possible time and in the most effective manner has a vital impact on the improvement of rescue efficiency, which is related to whether or not more time can be bought. Saving more lives and property losses. As an important part of the emergency material distribution network, the size of the logistics capacity and the reasonable allocation of emergency supplies play a very important role in the efficiency of the emergency supplies reaching the disaster area. Therefore, the research on the logistics capability of emergency nodes in the dispatching network has certain application value and practical significance. This paper takes the node logistics capacity in the emergency material dispatching network as the research object, and puts forward the concept and related theory of emergency logistics capability. The quantitative analysis of logistics capacity is focused on the evaluation and optimization of the relative efficiency of logistics capacity at the node, so as to achieve the overall efficiency. First, the concept of emergency logistics and logistics capacity is introduced. By combining the two, the paper puts forward the emergency logistics capability, analyzes its meaning and constituent elements, then introduces the concept of node, and limits the research object to the node logistics capability in the process of emergency material transfer. The definition and characteristics of logistics capability of emergency node are analyzed. Secondly, the logistics capability of emergency node is composed of two elements, one by one is introduced in detail. And from the perspective of internal and external factors, this paper analyzes the influencing factors of emergency node logistics capability, then establishes the emergency node framework model, and puts forward a quantitative analysis method of node logistics capability. This paper introduces data Envelopment Analysis (DEAA) and establishes DEA model of relative efficiency of logistics capacity of emergency nodes, evaluates the relative efficiency of input and output indexes of existing models, and analyzes the problems existing in the process of configuration. Then the original model is optimized and improved, and the limited emergency resources are reconfigured to maximize the overall efficiency of material transfer. Finally, a case is introduced to verify the effectiveness of the optimization and improvement model of logistics capacity of emergency nodes. By reconfiguring the limited emergency resources, the efficiency of overall transportation can be improved effectively, which provides a solution to the problems existing in the process of resource allocation.
