军事物流评价指标体系及评价方法研究

【摘要】:军事物流是指军事力量在平时和战时生活、训练、执勤及作战所需军事物资经过筹措、运输、包装、加工或生产、仓储、供应等环节,最终送达部队而被消耗使用,实现其空间转移的全过程。军事物流是军事后勤的重要组成部分,对提高部队的军事物资保障起着举足轻重的作用。一个精确、快速和有预见性的军事物流,可以有效提高军事的后勤水平,将一个国家的经济、科技实力转化为军事战斗力。本文研究军事物流评价指标体系及评价方法。论文简析了军事物流的有关概念,阐述了军事物流不同于社会物流的军事性,特殊性,缜密性,不均衡性的特征。结合军事物流的基本流程,从军事物资的货源组织,物流中心选址,仓储,包装,装卸搬运,配送,运输监控等方面详细分析了影响军事物流各个环节的因素,在此基础上构建了军事物流评价指标体系。采用层次分析法确定权重,设计了基于多级模糊综合评价法的军事物流系统评价方法。最后以某军区军事物流为例,进行了实例分析与评价,验证了方法模型的有效性。本文的研究成果对我军军事物流系统的绩效评价及军事物流评价理论体系的完善,保障我军军事物流满足现代军队建设的平时和战时的物流安全、高效、顺畅具有较好的理论意义和实用价值。
[Abstract]:Military logistics refers to the military materials needed for military forces to live, train, perform duty and fight in peacetime and wartime after raising, transportation, packaging, processing or production, warehousing, supply and so on, and are eventually consumed and used up when they reach the troops.The whole process of realizing its spatial transfer.Military logistics is an important part of military logistics, which plays an important role in improving military material support.An accurate, rapid and predictable military logistics can effectively improve the level of military logistics and transform a country's economic, scientific and technological strength into military combat effectiveness.This paper studies the evaluation index system and evaluation method of military logistics.This paper briefly analyzes the related concepts of military logistics, and expounds the characteristics of military logistics different from social logistics, which are military, particularity, meticulous and unbalanced.Combined with the basic process of military logistics, the factors influencing each link of military logistics are analyzed in detail from the aspects of source organization of military materials, location of logistics center, warehousing, packaging, loading and unloading, distribution, transportation monitoring, etc.On this basis, the evaluation index system of military logistics is constructed.The method of military logistics system evaluation based on multilevel fuzzy comprehensive evaluation method is designed by using AHP to determine the weight.Finally, taking military logistics of a military region as an example, an example is analyzed and evaluated to verify the validity of the method model.The research results of this paper improve the performance evaluation of our military logistics system and the theoretical system of military logistics evaluation, and ensure that our military logistics meets the security and efficiency of modern military logistics in peacetime and wartime.Smooth has good theoretical significance and practical value.
