【摘要】：鄂尔多斯空港物流园区是由鄂尔多斯空港物流园区和鄂尔多斯机场组成,是一个集科技、研发、加工、制造、仓储、配送、物流、保税等功能于一体的自治区级园区,也是自治区级建设的产业转移示范园区,具有对区域经济发展辐射带动作用。鄂尔多斯空港物流园区以大力发展空港、物流经济为目标。填补了鄂尔多斯市现代化空港物流园区空白项目,同时,对调整全市经济结构意义重大:有利于充分发挥鄂尔多斯区位优势、满足经济社会发展各项需求;推动空港物流业快速发展;使全市空港物流产业规范有序、高效运行;扩大第三产业规模;为其他相关产业的发展提供支持;解决全市产业结构不平衡的实际问题等。鄂尔多斯空港物流园区已由建设期逐渐转向发展期,原来的政企合一型管理模式逐渐落后于发展速度,可持续发展受到了严峻的挑战。同时,为了贯彻自治区“8337”发展思路,发展临空经济,推进全市经济结构战略性调整和产业结构转型升级、打造“空港经济带”、实现“产城融合”,对空港经济的发展提出新要求,鄂尔多斯空港物流园区管理模式的创新势在必行。本文从新公共管理理论的基础出发,结合内蒙古自治区实现所有盟市民航运输机场全覆盖、内蒙古自治区空港物流产业发展趋势的实际情况,以鄂尔多斯空港物流园区为研究对象,对其管理现状进行研究和分析,提出适合当前鄂尔多斯空港物流园区发展管理模式的对策和建议,促进鄂尔多斯空港物流园区管理的优化和创新。同时为内蒙古自治区空港物流园区的发展乃至全国空港物流园区的管理模式提供有益的借鉴。
[Abstract]:The Ordos Airport Logistics Park is composed of the Ordos Airport Logistics Park and the Ordos Airport. It is an autonomous region level park with the functions of technology, research and development, processing, manufacturing, warehousing, distribution, logistics, bonded tax, etc. It is also an autonomous-level industrial transfer demonstration park with the radiation-driven role to regional economic development. Ordos Airport Logistics Park aims at developing airport and logistics economy. Fill in the blank project of the modern airport logistics park in Ordos city, at the same time, it is of great significance to adjust the economic structure of the whole city: it is beneficial to give full play to the location advantage of Ordos and meet the needs of economic and social development; Promote the rapid development of the airport logistics industry; make the airport logistics industry standard and efficient operation; expand the scale of the tertiary industry; provide support for the development of other related industries; solve the actual problems of unbalanced industrial structure in the city. The logistics park of Ordos Airport has gradually changed from construction period to development period. The original management mode of "government and enterprise integration" gradually lags behind the development speed, and the sustainable development is faced with severe challenges. At the same time, in order to carry out the development idea of "8337" in the autonomous region, to develop the air-front economy, to promote the strategic adjustment of the economic structure and the transformation and upgrading of the industrial structure of the whole city, to create the "airport economic belt" and to realize the "integration of industrial cities", It is imperative to innovate the management mode of Ordos Airport Logistics Park. Based on the new public management theory, this paper combines the actual situation of the Inner Mongolia Autonomous region to realize the full coverage of all civil aviation transport airports in Inner Mongolia Autonomous region, and the development trend of the air port logistics industry in Inner Mongolia Autonomous region. Taking the Ordos Airport Logistics Park as the research object, this paper studies and analyzes the present management situation of the Ordos Airport Logistics Park, and puts forward some countermeasures and suggestions suitable for the development and management mode of the Ordos Airport Logistics Park. To promote the Ordos Airport Logistics Park management optimization and innovation. At the same time, it provides a useful reference for the development of the airport logistics park in Inner Mongolia Autonomous region and the management mode of the national airport logistics park.
