通辽市玉米加工业产业竞争力研究

【摘要】：通辽是我国重要的商品粮基地,也是内蒙古的粮仓和玉米加工业基地,其玉米加工业产业的竞争力水平,代表着内蒙古在我国玉米加工业整体竞争水平中的地位,对我国玉米加工业产业国际竞争力也有一定的影响。发展玉米加工业是促进通辽农业、农村发展,提高农民收入、构建和谐社会的路径之一。同时,玉米加工业产业也刺激了当地物流、服务、仓储、交通等相关行业的发展。现在,通辽市的玉米加工业正处于发展的转型和调整时期,在激烈的市场竞争中,如何在玉米加工业朝精深方向发展的过程中,来实现产业竞争力的稳步提高,是通辽市玉米加工业产业必须面对的难题。本文以产业竞争力理论为基础,首先对通辽市玉米加工业产业做了定性分析,主要从发展现状、要素条件、存在的问题三个方面进行,提出了产业链条短、产品品种少以及污染严重等急待解决的问题;其次,组合赋权分析。计算结果显示:对玉米加工业产业竞争力影响较大的指标中,排在前七位的依次为水资源丰盈度、污染对环境的影响程度、产业总值、全员劳动生产率、产业链发展完整度、产品多元化和政府相关政策,其对应的权重分别是:0.1436、0.1290、0.1236、0.1099、0.0822、0.0742和0.0683;再次,选择比较优势区域,通过对长春、呼和浩特、通辽三地的比较,找出通辽玉米加工业产业在竞争力提升过程中的弱势,应该加强的地方,以及更应该好好发挥的优势。基于组合赋权分析结果,我们得出呼和浩特、通辽、长春三地玉米加工业产业竞争力综合评价得分依次为47.278、54.611、72.082,长春竞争力最强,通辽其次,呼和浩特市最弱。最后,根据计算结果所反映的问题,再与实际相结合,从以下三个方面提出了提高通辽玉米加工业产业竞争力的对策建议:第一,提高上游玉米生产的科技水平,建立专用玉米生产基地;第二,发展绿色经济,减少环境污染;第三,延伸产业链条,促进玉米深加工业产业发展。本文创新之处有以下两点:一是把层次分析法和熵值法结合使用,进行组合赋权分析,这在通辽玉米加工业产业竞争力的研究中属于首次。这样使分析结果可信度增加且具体,增强了所提政策建议的可行性;二是产业竞争力的研究多集中在国际层面,区域竞争力的研究相对少些,特别是对玉米加工业产业竞争力的研究,区域多为东北三省以及山东等地区。本文是首次关于内蒙古通辽地区玉米加工业产业竞争力的研究。限于本人学识有限和某些数据的缺少,文章尚存瑕疵,期待在以后的研究中有所改进。
[Abstract]:Tongliao is an important commodity grain base in China, as well as the granary and corn processing industry base in Inner Mongolia. The competitive level of its corn processing industry represents the position of Inner Mongolia in the overall competition level of China's corn processing industry. Also has certain influence to our country corn processing industry international competitive power. The development of corn processing industry is one of the ways to promote Tongliao agriculture, rural development, raise farmers' income and build a harmonious society. At the same time, corn processing industry also stimulates the development of local logistics, service, storage, transportation and other related industries. Now, the corn processing industry in Tongliao City is in the period of transformation and adjustment of development. In the fierce market competition, how to realize the steady improvement of the industrial competitiveness in the process of the corn processing industry developing towards the deep direction, It is the difficult problem that Tongliao corn processing industry must face. Based on the theory of industrial competitiveness, this paper firstly makes a qualitative analysis of the corn processing industry in Tongliao City, mainly from three aspects: the present situation of development, the conditions of the elements, the existing problems, and puts forward that the industrial chain is short. Product variety and serious pollution and other urgent problems to be solved; secondly, the combination of weight analysis. The results show that among the indexes that have a great influence on the competitiveness of corn processing industry, the first seven are the abundance of water resources, the impact of pollution on the environment, the total industrial value, the total labor productivity and the integrity of the industrial chain. The corresponding weights for product diversification and government related policies are respectively: 0. 14366 / 0.1290 / 0.1236 / 0.1096 / 0.0822 / 0.0742 and 0.0683 respectively. Thirdly, choose a comparative advantage region and compare Changchun, Hohhot, and Tongliao by comparing the three places of Changchun, Hohhot and Tongliao. To find out the weakness of Tongliao corn processing industry in the process of competitiveness promotion, the place that should be strengthened, and the advantages that should be brought into full play. Based on the results of combinatorial weighting analysis, we got that the comprehensive evaluation scores of maize processing industry competitiveness in Huhhot, Tongliao and Changchun were 47.278N 54.61172.082, Changchun was the strongest, Tongliao was the second, and Hohhot was the weakest. Finally, according to the problems reflected by the calculation results and combining with the reality, the countermeasures and suggestions for improving the competitiveness of Tongliao corn processing industry are put forward from the following three aspects: first, to improve the scientific and technological level of the upstream corn production, Establish special corn production base; second, develop green economy, reduce environmental pollution; third, extend the industrial chain to promote the development of corn processing industry. The innovations of this paper are as follows: first, the combination of AHP and entropy method is used to analyze the combination weight, which is the first time in the study of the competitiveness of Tongliao corn processing industry. In this way, the credibility of the analysis results is increased and concrete, which enhances the feasibility of the policy recommendations put forward. Second, the research on industrial competitiveness is mostly focused on the international level, and the research on regional competitiveness is relatively less. Especially the research on the competitiveness of corn processing industry, the region is three provinces of northeast and Shandong and so on. This paper is the first study on the competitiveness of maize processing industry in Tongliao area, Inner Mongolia. Limited to my limited knowledge and the lack of some data, there are still defects in the article, which is expected to be improved in the future.
