哈尔滨铁路局高铁快递运营管理研究

【摘要】:目前正值我国铁路进行货运改革,改革的目标是适应现代物流的快速发展。以客运为主的高铁在我国快速发展,但是单纯经营客运使高铁运能得不到充分利用,运行效益不能实现最大化。本文结合铁路货运改革及哈尔滨铁路局货运改革及高铁快递发展的实践,,研究我国高铁快递运营发展策略。 结合国内外快递业的发展现状,系统研究我国高铁快递的发展思路、经营方案及要解决的关键问题,高铁快递是我国铁路多元化发展的必由之路,发展高铁快递首先要进行运输方式的分析,这需要对现有的列车运输组织进行优化和对现有的货运列车运行进行协调,合理地安排货运与客运,保障铁路货运适应现代物流发展的多样性发展需求,以市场需求为目标转变经营方式,建立协调组织机构,合理地分工与合作,保证我国高铁快递有序的推进与发展。 本文首先阐述我国发展高铁快递的背景、意义及国内外高铁快递发展现状。接着分析我国高铁快递可供选择的三种运输方式,即:加挂行李车、单独开行高铁快递专列及利用空余时间开行高铁快递专列,并基于层次分析法的基本原理,从定量角度并结合定性分析,以哈尔滨铁路局为例对三种运输方式进行综合评价,说明在不同时期采取相应的运输方案。 其次,借鉴上海局快运货物列车的经验及哈尔滨铁路局的实践,研究了快运货物列车与高铁快递协调问题,提出快运货物站点与高铁快递站之间的连接方式,即站间开行铁路货物列车及通过卡车连接,并提出两种方式具体操作思路;结合高铁快递运行模式,论述了高铁快递与快运货物列车综合协调方案,即摘挂型和环线型快运货物列车运行方案与高铁加挂车辆和开行专列之间的综合协调。结合哈局高铁快递实际,给出了哈尔滨铁路局高铁快递可采用何种高铁快递运营组织方案。 最后,本文研究了高铁快递的经营方案及保障措施,分析铁路不同阶段可供选择的高铁快递操作三种方案,即合作方案、独立运作方案及混合方案;接着论述高铁快递的定价策略及保障高铁快递运营的措施,基于供需平衡理论研究高铁快递的定价策略,并采用敏感性分析的方法,对不同条件下采取何种定价方法进行分析,提出了哈尔滨铁路局高铁快递的定价策略;并重点从货源组织、经营效益及信息化建设三个方面提出高铁快递运营发展的保障措施。
[Abstract]:At present, our railway carries on freight transport reform, the goal of reform is to adapt to the rapid development of modern logistics. High-speed rail, which is dominated by passenger transport, is developing rapidly in our country, but simply operating passenger transport makes the high-speed railway transportation capacity not fully utilized, and the operation benefit can not be maximized. Combined with the reform of railway freight and the practice of freight reform of Harbin Railway Bureau and the development of high-speed express delivery, this paper studies the development strategy of high-speed delivery operation in China. Combined with the present situation of express delivery industry at home and abroad, this paper systematically studies the train of thought, management plan and key problems to be solved for high-speed express delivery in China, which is the only way for the diversified development of China's railway. To develop high-speed express delivery, first of all, it is necessary to analyze the mode of transport, which requires the optimization of existing train transport organizations and coordination of existing freight train operations, and reasonable arrangements for freight and passenger transport. To ensure the railway freight to adapt to the diversified development needs of modern logistics development, to change the operation mode with the market demand as the goal, to establish the coordination organization, to reasonably divide the labor and cooperate, to ensure the orderly promotion and development of high-speed express delivery in China. This paper first describes the development of high-speed express delivery in China background, significance and domestic and foreign high-speed express development status. Then it analyzes three kinds of transportation modes available for high-speed express delivery in our country, that is, adding luggage truck, running high-speed express special train separately and using spare time to run high-speed express train, and based on the basic principle of analytic hierarchy process (AHP). From the quantitative point of view and qualitative analysis, taking Harbin Railway Administration as an example, the comprehensive evaluation of the three modes of transportation is carried out, which shows that the corresponding transportation schemes should be adopted in different periods. Secondly, referring to the experience of Shanghai Bureau express freight train and the practice of Harbin Railway Administration, this paper studies the coordination of express freight train and high-speed express delivery, and puts forward the connection mode between express freight station and high-speed express station. That is to say, the railway freight train between the stations is operated and connected by truck, and two specific ways of operation are put forward, and combined with the mode of high-speed express delivery, the comprehensive coordination scheme between high-speed express and express freight train is discussed. That is, the comprehensive coordination between the operation scheme of the express freight train with the high-speed rail and the train and the special train. Combined with the practice of high-speed express delivery in Harbin Railway Bureau, this paper gives out the organization scheme of high-speed express delivery in Harbin Railway Bureau. Finally, this paper studies the operation scheme and safeguard measures of high-speed express delivery, and analyzes the three schemes of high-speed express operation that can be selected in different stages of railway, that is, cooperation scheme, independent operation scheme and mixed scheme. Then it discusses the pricing strategy of high-speed delivery and the measures to ensure the operation of high-speed delivery. Based on the theory of supply and demand balance, it studies the pricing strategy of high-speed delivery, and analyzes the pricing method under different conditions by using sensitivity analysis method. This paper puts forward the pricing strategy of high-speed delivery in Harbin Railway Bureau, and puts forward the safeguard measures for the development of high-speed express delivery from three aspects: source organization, operation benefit and information construction.
