粮食应急物流系统能力评价研究

【摘要】:长江三角洲地区(以下简称长三角地区)是我国东部经济最发达、城市最集中、人口最密集的地区,也是受台风等自然灾害和公共卫生等社会突发事件影响严重的地区之一。“国以民为本,民以食为天”,灾害发生后,充足的粮食供应是应急救援的前提,更是灾后重建的保障。目前对于应急物流系统的能力评价研究较少,而且所建立的应急评价体系运用到粮食应急物流系统能力评价中针对性和可操作性不强。本文旨在构建科学的、可操作性强的评价指标体系对粮食应急物流系统的能力进行评价,并有针对性地提出完善现有粮食应急物流系统的建议。本文以长三角地区粮食应急物流系统为研究对象,首先,梳理了国内外关于粮食物流、应急物流、粮食应急物流、应急物流体系评价方面的研究文献,总结了粮食应急物流系统能力的影响因素,同时结合实际情况,以前人的文献研究结果为依据,以PPRR应急管理过程理论为指导,初步探索性地设定了粮食应急物流系统的能力评价指标。其次,为了验证初步设定的评价指标是否有效,设计了调查问卷并进行调研,运用统计软件SPSS21.0对有效样本进行数据分析,剔除了一些无效指标。并且运用AHP-IMP模型对各级指标赋予权重,使整个评价体系更具科学性和可操作性。然后,运用新建的粮食应急物流系统能力评价量表对江浙沪地区的粮食应急物流系统的能力进行了实地调研。最后,在本文的结尾处对以上研究成果做了总结,指出了该研究的不足,探讨了需要深入研究的问题。本文构建了包括4个一级指标、1]个二级指标、31个三级指标的粮食应急物流系统能力评价体系,为评价粮食应急物流系统的能力提供了针对性和可操作性强的方法与途径;并且运用所构建的模型对江浙沪三省市粮食应急物流系统的能力进行了实地测评和判定分析,取得了较好的效果,为优化各地区现有的粮食应急物流系统提出了针对性的改进措施。
[Abstract]:Yangtze River Delta (hereinafter referred to as Yangtze River Delta) is one of the most developed areas with the most developed economy, the most concentrated cities and the most densely populated areas in eastern China. It is also one of the regions seriously affected by natural disasters such as typhoons and public health emergencies. After the disaster, adequate food supply is the prerequisite for emergency relief, but also the guarantee of post-disaster reconstruction. At present, there are few researches on the ability evaluation of emergency logistics system, and the established emergency evaluation system is not specific and operational in the capacity evaluation of food emergency logistics system. The purpose of this paper is to construct a scientific and operable evaluation index system to evaluate the ability of food emergency logistics system, and to put forward some suggestions to perfect the existing food emergency logistics system. This paper takes the food emergency logistics system in the Yangtze River Delta as the research object. Firstly, it combs the domestic and foreign research literature on grain logistics, emergency logistics, food emergency logistics, emergency logistics system evaluation. This paper summarizes the influencing factors of the ability of food emergency logistics system, combined with the actual situation, based on the previous literature research results, and guided by the theory of PPRR emergency management process, The capacity evaluation index of food emergency logistics system is preliminarily set up. Secondly, in order to verify whether the preliminary set evaluation index is effective or not, the questionnaire is designed and investigated, and some invalid indexes are eliminated by using the statistical software SPSS21.0 to analyze the data of the valid sample. The AHP-IMP model is used to give weight to all levels of indicators, which makes the whole evaluation system more scientific and operable. Then, the capacity of grain emergency logistics system in Jiangsu, Zhejiang and Shanghai is investigated by using the new capacity evaluation scale of grain emergency logistics system. Finally, at the end of this paper, we summarize the above research results, point out the shortcomings of the research, and discuss the problems that need to be further studied. In this paper, the capacity evaluation system of food emergency logistics system including 4 first-grade indexes, 1] second-class indexes and 31 third-level indexes is constructed, which provides a specific and operable method and approach for evaluating the capacity of food emergency logistics system. The capacity of the emergency logistics system in Jiangsu, Zhejiang and Shanghai is evaluated and analyzed by using the model, and good results are obtained. In order to optimize the existing grain emergency logistics system in various regions, the corresponding improvement measures are put forward.
