项目管理在高速公路施工阶段的应用研究

【摘要】: 我国建筑施工企业的工程项目施工管理已经走过了20余年的历程,逐步形成了具有现代管理意义的工程项目施工管理,但还存在很多问题和不足,特别是近几年我国市场经济体制逐步走向完善的情况下,需要在实践中不断创新,努力探索有中国特色的现代建筑工程项目施工管理模式,以适应生产力发展,满足市场经济的需要,适应企业文化及品牌效应的提升。本文针对项目管理在高速公路施工阶段的应用,以二连浩特至河口国道主干线集宁至丰镇(蒙晋界)段高速公路为依托,从施工项目管理组织、项目进度管理、项目质量管理、项目成本管理及项目的考核评价几个方面,提出项目管理在公路施工阶段的应用控制要点。 研究结果表明,科学合理的项目管理组织是项目顺利实施的前提,对实现项目的质量、进度、效益等管理目标起决定性作用。进行合理的项目管理组织设计是项目成功的重要保障。科学而周密地制订项目进度计划,并在实施中进行有效的控制、调整和修正,同时科学的施工方案、先进的施工工艺、充足的物资供应和严格的奖罚机制,不仅可以确保项目预定进度目标的实现,还有利于提高项目的质量和降低施工的成本。项目质量管理应推行全面质量管理办法,严格从人员、材料、机械、施工环境、施工工序、技术管理等各环节进行全过程、全员、全面的质量把关和管理。建立质量保证体系,对质量通病、重点工艺、关键工序要制定防控措施,责任落实到人,这样能够有效的克服和纠正在工程施工中容易形成的工程质量缺陷。同时要加强对日常质量工作的管理。优良的质量不仅是确保进度的关键,也是创造效益的基础。在项目成本管理中,推行责任成本管理,实行工程项目综合承包制度,是工程项目成本管理上的有效措施。通过组织新技术施工、变更设计、索赔,以技术优势来实现开源节流,可以有效降低施工成本,充分挖掘项目的经济效益。项目考核评价尽量采用量化的指标,用数据说话,客观、公正的项目考核评价反映了项目管理目标的实现情况,可以总结工程项目管理经验,提高项目管理水平,为以后的工程项目管理提供借鉴参考。同时建立目标明确、指标量化、责任到人、考评兑现的目标责任体系和指标承包责任制,可以切实激发和提高全员的责任心和积极性。研究成果在集丰高速公路施工中的应用效果良好,取得了很好的经济和社会效益。
[Abstract]:The construction management of construction projects in Chinese construction enterprises has gone through the course of more than 20 years, and has gradually formed the construction management of engineering projects with modern management significance, but there are still many problems and deficiencies. Especially in recent years, with the gradual improvement of market economic system in our country, we need to innovate constantly in practice, and try to explore the construction management mode of modern construction project with Chinese characteristics in order to adapt to the development of productive forces. Meet the needs of market economy, adapt to the promotion of corporate culture and brand effect. This paper aims at the application of project management in expressway construction stage. Based on the expressway from Jinning to Fengzhen (Mengjin), the main line from Erlianhaote to estuarine, from the construction project management organization, the project schedule management, the project quality management. The key points of application control of project management in highway construction stage are put forward in the aspects of project cost management and project assessment and evaluation. The research results show that scientific and reasonable project management organization is the premise of the smooth implementation of the project, to achieve the quality and progress of the project. Efficiency and other management objectives play a decisive role. Reasonable project management organization design is an important guarantee for the success of the project. Adjustment and correction, scientific construction plan, advanced construction technology, sufficient material supply and strict reward and punishment mechanism, can not only ensure the achievement of the scheduled progress target of the project. It also helps to improve the quality of the project and reduce the construction cost. The project quality management should carry out the total quality management method, strictly from the personnel, materials, machinery, construction environment, construction process. Technical management and other aspects of the whole process, all staff, comprehensive quality control and management. Establish a quality assurance system, quality common problems, key processes, key processes to formulate prevention and control measures, responsibility for the implementation of the human. This can effectively overcome and correct the engineering quality defects easily formed in engineering construction. At the same time, we should strengthen the management of daily quality work. Good quality is not only the key to ensure progress. It is also the foundation of creating benefit. In project cost management, carrying out responsibility cost management and carrying out project comprehensive contract system are effective measures in project cost management, through organizing new technology construction. Change design, claim for compensation, to achieve revenue and expenditure reduction with technical advantages, can effectively reduce construction costs, fully excavate the economic benefits of the project. The project assessment and evaluation as far as possible using quantitative indicators, with data speaking, objective. Fair project evaluation reflects the realization of project management objectives, which can sum up the experience of project management and improve the level of project management. To provide reference for future project management. At the same time to establish a clear goal, quantitative indicators, responsibility to the people, evaluation and implementation of the target responsibility system and target responsibility system. It can stimulate and improve the responsibility and enthusiasm of the whole staff. The application effect of the research results in the construction of Jinfeng Expressway is good and good economic and social benefits have been obtained.
