工程量清单计价模式下挣值管理的应用研究

【摘要】：工程项目的进度、成本和质量三大目标形成了工程项目的目标体系,是项目控制的重点。目前,我国项目管理普遍采用传统的单因素偏差分析方法,但是这种方法对项目进程和绩效的指导是不够的甚至还可能是误导性的或毫无意义的。所以,需要在项目管理中实行对工期和成本集成管理的挣值管理方法,从而实现真正的动态控制。挣值管理作为一项有效的现代项目管理方法,已经在国际上得到了广泛的应用。然而这种方法从上世纪九十年代被引入国内至今,并未得到有效的推广和应用。同时我国从2003年颁布《工程量清单计价规范》以来,清单计价模式在我国的应用已经逐渐完善并与国际接轨。然而与清单计价相配套的项目管理模式却并未能在我国的项目管理领域得到推广和应用。如何在清单计价模式下进行有效的项目管理成为我国项目管理领域值得研究的问题。本文采用定性与定量相结合的研究方法,以具体的工程实际案例为研究对象,在分析清单计价成本构成和特点的基础之上,假设工程质量既定的前提下,从挣值管理的基本理论入手,根据挣值管理进行项目控制的特点和方法,尝试构建一套适合我国当前实行的清单计价模式下运用挣值管理方法进行工程项目目标控制的基本方法和流程,从而解决我国当前项目管理中目标控制的不足,为挣值管理在我国工程项目中的应用提供一定的参考价值。
[Abstract]:The three goals of project schedule, cost and quality form the target system of engineering project, which is the focus of project control. At present, traditional single-factor deviation analysis method is widely used in project management in China. However, this method is not enough to guide the process and performance of the project, and it may even be misleading or meaningless. Therefore, it is necessary to implement the earned value management method of time and cost integration management in project management. As an effective modern project management method, earned value management has been widely used in the world. However, this method has been introduced from -10s to now. It has not been popularized and applied effectively. At the same time, since 2003, China has promulgated the valuation Standard of Bill of quantities. The application of list pricing mode in our country has been gradually perfected and is in line with the international standard. However, the project management mode matched with list valuation has not been popularized and applied in the field of project management in our country. Effective project management in price mode has become a problem worthy of study in the field of project management in China. This paper adopts a qualitative and quantitative research method. Taking the concrete engineering case as the research object, on the basis of analyzing the construction and characteristics of the list valuation cost, assuming that the project quality is fixed, the paper starts with the basic theory of earned value management. According to the characteristics and methods of project control in earned value management, this paper attempts to construct a set of basic methods and processes of project objective control by using earned value management method under the current list valuation mode which is suitable for our country. In order to solve the shortage of goal control in the current project management in our country, it provides a certain reference value for the application of earned value management in the engineering project of our country.
