中国援非农技专家角色分析——以中国援非农技组派遣项目为例

【摘要】：通过对中国援非农技专家和国内相关项目管理人员的访谈,以及对项目相关政策、文件和媒体报道等二手资料的分析,本文试图理解中国援非农技专家作为"龙的礼物"之一,在构建中非关系的实践中所扮演的角色、发挥的作用,从而探析中国与其他国家在对外援助领域的根本差异。中国援非农技专家在援非工作实践中除了完成个人的利益诉求,其所扮演的角色还呈现出非职业化、高度政治化和去个体化的"国家代理人"特征。这一角色所赋予的内涵远远超过农业技术本身,而在文化、政治等维度呈现出更为丰富的含义,这与美国、英国等传统援助国农技专家的特征存在显著差异,在现实中也直接影响着中国对非农业援助的有效性。
[Abstract]:Through the Chinese aid to Africa agricultural technology experts and domestic related project managers interviews, as well as the project related policies, documents and media reports and other second-hand materials analysis. This paper attempts to understand the role played by Chinese experts in assisting Africa's agricultural technology as one of the "gifts of the dragon" in the practice of building Sino-African relations. In addition to accomplishing the interests of individuals, the role played by Chinese non-agricultural technical experts in the practice of aiding Africa also shows non-professionalism. The highly politicized and deindividualized "state agent" features. This role has much more connotation than agricultural technology itself, but in the dimensions of culture and politics, it presents a richer meaning, which is similar to that of the United States. There are significant differences in the characteristics of agricultural technology experts in Britain and other traditional donor countries, which also directly affect the effectiveness of China's non-agricultural aid in reality.
