基于LCC造价控制理论的索赔管理研究

【摘要】：目前国际上通用全生命周期理论,即LCC(Life Cycle Cost),对建设项目进行造价控制。LCC理论的出现和推广使项目管理变得更科学。索赔管理作为项目管理的重要内容,也应该把研究范围从施工阶段扩宽到项目全生命周期中去。LCC造价控制理论和索赔管理的结合,就是用全过程的观点去看待索赔。在决策阶段就需要具备索赔的思想,充分考虑索赔风险；在实施阶段,要重视索赔管理,认真推敲索赔方案；在竣工验收阶段,考虑工程实际情况,把握索赔机会；在全生命周期的其他阶段,如设计阶段、运营维护阶段、拆除翻新阶段等,索赔可能性较小,但也要具备索赔意识。本文基于LCC造价控制理论对索赔管理进行研究,通过分析全生命周期各个阶段,来探讨索赔管理的内容和方法。文章对业主和承包商的索赔管理都做了一定的分析和研究。在工程实例基础上,运用物元分析法、层次分析法和工程量清单计价方法分别对决策期的索赔风险、实施期的索赔方案以及竣工验收中的索赔处理进行深入思考和研究。并对全生命周期其他阶段的索赔管理研究进行展望。基于LCC造价控制理论的索赔管理研究有助于工程参与方全面看待索赔,合理、高效地处理索赔问题。
[Abstract]:At present, the emergence and popularization of LCC(Life Cycle cost control theory make project management more scientific. Claim management is an important part of project management. The scope of research should also be broadened from the construction stage to the integration of the cost control theory of the LCC with the claim management in the whole life cycle of the project, that is, to look at the claim from the perspective of the whole process. Take full account of claim risk; at the implementation stage, attach importance to claim management and carefully scrutinize the claim programme; at the completion and acceptance stage, take into account the actual conditions of the project and seize the claim opportunities; and at other stages of the life cycle, such as the design phase, In the operation and maintenance stage, demolition and renovation stage, the possibility of claim is small, but the claim consciousness is also needed. This paper studies the claim management based on LCC cost control theory, and analyzes every stage of the whole life cycle. To discuss the contents and methods of claim management. This paper makes a certain analysis and research on the claim management of the owner and contractor. On the basis of engineering examples, the matter element analysis method is used. The claim risk of the decision period is affected by Analytic hierarchy process (AHP) and bill of quantities valuation method, respectively. The claim scheme in the implementation period and the claim processing in the completion acceptance are deeply considered and studied. The claim management research in other stages of the whole life cycle is prospected. The research on claim management based on LCC cost control theory is as follows. To enable the project participants to take a comprehensive view of the claims, Deal with claims in a reasonable and efficient manner.
