水利项目招投标信息管理系统设计

【摘要】：近年来,国家对甘肃省水利项目建设投资力度逐步加大,水利项目在省内的建设已经迎来了新的高峰,对水利项目建设的有效管理提出了更高的要求。传统水利工程建设项目管理、质量控制工作主要依赖手工采集企业、项目信息和统计相关数据,并要求各企业通过提交纸质材料来进行备案管理,由水利厅进行存档并打印备案证发放给企业。工作量大、流程繁琐且难以实现精确化管理。基于对过去水利工程建设管理中存在问题的分析和总结,水利厅引入了计算机技术,编制形成了水利项目招投标信息管理系统。本系统是一个典型的基于B/S模式的管理信息系统,建立在省水利厅内部网上并提供外部访问页面,提供、发布企业信用信息,结合水利厅信用评估指标对企业信用进行评估,并可作为一个可以供各项目招标方、社会企业实时查询企业信用状况、进行信息交流的平台。本系统基于JavaEE技术,后台数据库采用SQL Server 2008,支持IE等浏览器,系统的升级与维护工作均在服务器端完成,客户端使用方便。论文的主要研究内容如下:1.通过对项目招投标备案流程的分析,实现异地网上项目招投标备案监管。2.通过对水利从业企业工程建设有关情况分析,建立水利行业从业单位企业信用信息管理系统。论文研究表明,水利项目招投标信息管理系统可以减轻建设单位和省市行政管理部门反复核实的监管工作量,实现项目信息数据共享、招标行为公开透明,评标专家抽取监管、评标过程监管等,同时严格了水利市场准入,规范了水利行业建设市场。
[Abstract]:In recent years, the state has gradually increased its investment in the construction of water conservancy projects in Gansu Province, and the construction of water conservancy projects in the province has ushered in a new peak. Higher requirements are put forward for the effective management of water conservancy projects. Traditional water conservancy construction project management and quality control work mainly rely on manual collection of enterprises, project information and statistics related data. The enterprises are required to file and manage the records by submitting paper materials, and the water conservancy department files and prints the filing certificates to the enterprises. Based on the analysis and summary of the problems existing in the construction management of water conservancy projects in the past, the water conservancy department introduced computer technology. This system is a typical management information system based on B / S model, which is built on the intranet of provincial water conservancy bureau and provides external access page to provide and release enterprise credit information. Combining with the credit evaluation index of water conservancy department, the paper evaluates the credit of the enterprise, and it can be used as a platform for the bidding parties of various projects and social enterprises to inquire the credit status of the enterprise in real time and to exchange information. The system is based on JavaEE technology. The background database adopts SQL Server 2008, supports IE and other browsers, the system upgrade and maintenance work is completed in the server side, the client side is convenient to use. The main research contents of this paper are as follows: 1.Through the analysis of the project bidding process, Through the analysis of the engineering construction of water conservancy enterprises, the credit information management system of enterprises in water conservancy industry is established. The research shows that, The water conservancy project bidding information management system can reduce the supervision workload repeatedly verified by construction units and provincial and municipal administrative departments, realize the sharing of project information data, open and transparent bidding behavior, and select bid evaluation experts for supervision. Tender evaluation process supervision, at the same time strict access to water conservancy market, water conservancy industry construction market.
