中建总公司集成协同平台建设项目风险评估与管控研究

【摘要】:随着近年来我国信息化建设空前发展,信息化项目已经成为各大型企业实现产业再造和管理提升的战略工程。但很多企业特别是传统行业企业对信息化并不十分了解,对信息化项目面临的风险缺乏系统性认识,往往面临着信息化项目实施时间长、实施效果不理想、见效慢甚至信息化投资失败的尴尬局面。如何准确识别并有效应对企业信息化项目中的风险,已经成为当前企业信息化项目实施过程中急需解决的问题,这无疑是具有一定现实意义的研究。本文从理论和实际两个方面重点研究信息化软件项目风险管理体系和实际操作方法。首先阐述和总结了国内外关于IT项目风险管理的研究成果,包括风险管理理论体系、操作流程、工具及方法等相关理论依据;思考和总结了项目风险管理在国有大型企业信息化建设中应用困难的原因,提出对企业信息化风险管控的建议:然后结合理论依据和现实挑战针对集成协同平台建设项目实际情况策划了项目风险的基本管理体系。接着,依据该体系尝试从甲方项目管理人员视角,按照全生命周期理论运用层次分析法重点实施了项目风险识别和量化评估,显示项目风险随项目阶段发展的动态变化特征,并提出了该项目风险管控的应对计划、标准工作流程和管控重点,列举了风险监控活动中使用的具体工具和方法。最后,总结了该项目风险管控的效果,验证了该风险管理体系和风险应对策略的有效性。本文通过对集成协同平台建设项目风险管理的研究,实证了国有大型企业信息化项目风险管理怎样由被动转变为主动,也希望能给国内类似企业信息化项目管理人员以启示和借鉴。
[Abstract]:With the unprecedented development of informatization construction in China in recent years, informatization project has become a strategic project for large enterprises to achieve industrial reengineering and management upgrading. However, many enterprises, especially those in traditional industries, do not have a good understanding of informatization. Lack of systematic understanding of the risks faced by information projects, often faced with the implementation of information projects for a long time, the implementation effect is not ideal, How to accurately identify and effectively deal with the risks in the enterprise informatization project has become an urgent problem in the implementation of the enterprise information project. This is undoubtedly a study of certain practical significance. This paper focuses on the risk management system and practical operation methods of information software project from both theoretical and practical aspects. Firstly, it expounds and summarizes the domestic and foreign IT project style. Research results of risk management, Including the risk management theory system, operation process, tools and methods and other relevant theoretical basis, thinking and summing up the project risk management in large-scale state-owned enterprises in the information construction of the reasons for difficulties, The paper puts forward some suggestions on the risk management of enterprise informatization: then, according to the actual situation of the integrated collaborative platform construction project, it plans the basic management system of the project risk combining with the theoretical basis and practical challenges. According to this system, from the perspective of Party A's project manager and according to the whole life cycle theory, the paper puts emphasis on project risk identification and quantitative evaluation, which shows the dynamic change characteristics of project risk with the development of project stage. At the same time, the paper puts forward the response plan, standard workflow and key points of risk control of the project, enumerates the specific tools and methods used in the risk monitoring activities. Finally, it summarizes the effect of the risk control of the project. The effectiveness of the risk management system and risk response strategy is verified. Through the research on risk management of integrated collaborative platform construction project, this paper demonstrates how to change the risk management from passive to active in the information project of large state-owned enterprises. Also hope to give similar domestic enterprise information project managers to enlighten and draw lessons from.
