【摘要】：近年来,在全球性金融危机和经济不景气的大环境下,我国国内经济发展进入新常态,为适应经济发展新常态,转变政府职能,改善融资环境,引进激活社会资本,国家发改委和财政部大力推广PPP模式。PPP项目与当下传统项目的实施方式、管理模式都有较大的不同,并暴露出许多PPP项目管理的空白点。结合建筑业固有特点:投资金额大,投资周期长,投资涉及范围广,都在促进着当下工程造价管理的进步,发展和推动相关造价管理学科,突破资源和利益的制约,达到合理分配与可持续发展的要求,建立和完善一套符合我国现状国情的PPP项目全过程造价管理模式与方法,以致力于我国全面实现工业化、信息化的转型。具体到企业和个人,在当今的市场环境下,企业和个人如若具备优秀的PPP项目全过程造价管理水平,就能获得市场的认可,得到更多的机会。本文主要分析全过程造价管理、国际上PPP项目以及目前我国工程项目管理的现状,并以浙江台州某PPP项目为研究对象,探究PPP项目投资决策、设计、招投标、施工、竣工结算审核等全过程工程造价管理的控制要点。本论文通过对PPP项目建立健全造价管理的措施方法,结合实际工作中建设项目的问题,并提出合理的解决方案,对PPP项目实行全方位、全过程的动态管理与控制。
[Abstract]:In recent years, under the environment of global financial crisis and economic depression, China's domestic economic development has entered a new normal. In order to adapt to the new normal of economic development, change the functions of the government, improve the financing environment, and introduce and activate social capital. The National Development and Reform Commission and the Ministry of Finance have made great efforts to promote the PPP mode. The management mode of the project is quite different from that of the traditional project at present, and has exposed many gaps in the management of the PPP project, combining with the inherent characteristics of the construction industry: the large amount of investment, The long investment cycle and the wide range of investment are promoting the progress of current project cost management, developing and promoting related cost management disciplines, breaking through the restriction of resources and interests, and achieving the requirements of rational allocation and sustainable development. To establish and perfect a set of mode and method of PPP project cost management in accordance with the current situation of our country, in order to realize the transformation of industrialization and informationization in our country in an all-round way, specifically to enterprises and individuals, in the current market environment, If enterprises and individuals have excellent cost management level of PPP project, they can get market recognition and get more opportunities. This paper mainly analyzes the whole process cost management. The international PPP project and the present situation of our country project management, and take a PPP project in Taizhou, Zhejiang Province as the research object, probes into the PPP project investment decision, the design, the bidding, the construction, Through establishing and perfecting the measures of cost management for PPP project, combining with the problems of construction project in actual work, this paper puts forward some reasonable solutions. Implement dynamic management and control of the whole process of PPP project.
