大唐林西公司大水菠萝项目后评价研究

【摘要】:工程建设项目后评价是指工程建设项目已经竣工验收或已经投入使用一段时间后,对项目建设的初步设计、项目施工建设过程、项目投产后取得的收益、项目投产的作用以及影响等进行系统的、客观的分析和总结的一种技术经济活动,是国务院国资委对固定资产投资项目进行闭环管理的重要环节。 工程项目的评价分为两种,一是前期评价,主要指工程建设项目开工前的可行性研究和初步设计;二是后期评价,主要是对工程项目建设完成后的总体评价和投产运行一段时间后的生产运行评价和经济效益评价。 本文是对大水菠萝风电项目进行后期评价研究,通过对项目的前期管理、施工建设、自2011年投产运行三年以来的运行指标、经济效益、社会效益、环境影响等方面进行评价,运用对比分析法、因果分析法、综合评价法等多种分析方法,对该项目建设进行综合评价,以确定本项目是否达到投资预期的目标收益,规划设计还有哪些需要优化的地方,过程管理中存在哪些问题,分析原因,总结经验,为以后投资建设二期项目及同类型项目提供理论依据。 研究结果表明:(1)该项目前期决策是成功的。该项目前期批复符合内蒙古自治区发改委的项目核准流程,取得了所需要的各级审批文件,前期合规性没有问题。对外部环境进行了充分的评估、论证,对当地的交通、水资源、电网规划情况进行了严格的调研,在各项条件都具备的情况下,做出了建设风电场的决策,符合集团公司项目前期决策的要充分论证,决策要严谨的精神。(2)项目建设过程控制较好。该工程项目管理科学合理,措施得当,工期控制较好,如期竣工,工程造价较预算低。工程质量管理较好,未发生安全事故。(3)该项目具有较强的可持续发展能力。项目建设地区风力资源丰富,电网外送通道较好,生产运行指标高于可研值;企业拥有一套完善的管理机构和规章制度,人员配备较齐全;企业经营状况良好,,盈利能力相对较强。 因此,通过对项目的前期管理、施工建设、投产运行一段时间后的生产指标、经济效益等方面进行评价、分析,评价项目是否达到了预期目标,施工建设过程还有哪些能够改进的地方,总结经验、查找不足,为以后建设的同类型项目提供参考依据,有利于提高项目管理水平,确保拟建设项目都能够达到预期目标。
[Abstract]:Post-evaluation of a project construction project refers to the initial design of the project construction, the construction process of the project, and the profits obtained after the project has been completed and accepted or put into use for a period of time, The function and influence of project putting into production is a systematic, objective analysis and summary of the technical and economic activities, which is an important link in the closed-loop management of fixed assets investment project by the State Administration and Administration Commission of the State Council. The evaluation of engineering projects can be divided into two types, one is the pre-evaluation, which mainly refers to the feasibility study and preliminary design before the construction project starts, the other is the post-evaluation. It is mainly about the overall evaluation after the completion of the construction of the engineering project and the evaluation of the production and operation and the evaluation of the economic benefit after a period of time of putting into operation. This article is to carry on the later stage appraisal research to the big water pineapple wind power project, through the early stage management of the project, the construction construction, the operation index, the economic benefit, the social benefit, the environment influence and so on since the 2011 put into operation three years, carries on the appraisal. By means of comparative analysis, causality analysis, comprehensive evaluation and other analytical methods, the construction of the project is evaluated synthetically to determine whether the project achieves the expected target income of the investment, and what else needs to be optimized in the planning and design. What problems exist in the process management, analyze the reasons, sum up the experience, and provide the theoretical basis for the investment and construction of the second phase project and the same type project in the future. The research results show that the early decision of the project was successful. The preliminary approval of the project was in line with the approval process of the Inner Mongolia Autonomous region Development and Reform Commission, and the required approval documents at all levels were obtained. There is no problem of early compliance. The external environment has been fully evaluated, demonstrated, and local traffic, water resources, and power grid planning have been strictly investigated. Under the conditions that all the conditions are available, The decision of wind farm construction is made, which is in line with the need to fully demonstrate the decision in the early stage of the project of the Group Company, and the strict spirit of decision making. (2) the construction process of the project should be controlled better, the project management is scientific and reasonable, the measures are appropriate, and the duration of the project is controlled well. When completed on schedule, the project cost is lower than the budget. The quality management of the project is better, and no safety accident has occurred. The project has a strong ability of sustainable development. The production and operation index is higher than the research value; the enterprise has a set of perfect management organization and rules and regulations, the personnel is more complete; the enterprise management condition is good, the profit ability is relatively strong. Therefore, through the pre-project management, construction, production indicators after a period of operation, economic benefits and other aspects of evaluation, analysis, evaluation whether the project has achieved the expected objectives, What can be improved in the process of construction construction, summing up experience, finding out deficiencies, for the future construction of the same type of projects to provide reference for improving the level of project management, to ensure that the proposed construction projects can achieve the expected objectives.
