项目管理在国有土地上房屋征收项目中的应用研究

【摘要】:近年来,中国经济结构不断得到调整、社会财富也不断累积,以至于越来越多的人口选择进入城市生活。这一现象的发生带动了中国城市化的发展,,使得中国城市建设速度不断加快,规模也随之越来越大。但是由于中国土地面积有限,为了满足中国居民对城市化发展的需要,国家就要对有限的土地进行有效利用。中国大部分城市土地已经得到开发,所以在此基础上的旧城改造、房屋征收等工作就成为加快城市建设不可避免的环节。2011年1月,中国国务院颁布实施了《国有土地上房屋征收与补偿条例》,该条例的颁布实施标志着“房屋拆迁”这一名词被“房屋征收”所取代,与此同时,政府成为房屋征收的主体,房屋征收的具体工作由政府部门负责。房屋征收是城市建设的基础性工作,对于一个国家经济社会的发展十分重要。随着我国房屋征收工作的大规模进行,并且房屋征收涉及的利益相关者众多,各方在利益问题上不能达到一致,所以各种问题与矛盾就逐渐显露,阻碍了城市化进程的发展,关于如何解决在房屋征收过程中存在的问题以及利益的合理分配引起了社会各界的广泛关注。 项目管理是指项目的管理者,在有限资源、时间等条件的约束下,运用系统的管理方法,对项目内容进行有效管理的活动。房屋征收项目属于工程项目领域,所以工程项目管理的相关理论可以引入到房屋征收管理工作中,提高征收管理工作效率与效益。本文在对项目管理理论进行分析的基础上,运用文献研究和案例分析相结合的研究方法,通过以长春市南关区女子劳教所棚户区地块进行房屋征收项目作为研究对象,对城市房屋征收项目管理问题进行探讨。 本文一共分为五章,第一章阐述了国内外项目管理以及房屋征收管理的发展历程和研究方向。第二章通过对项目、项目管理、房屋征收项目管理等相关理论的梳理,讨论房屋征收项目管理与一般项目管理的异同点,界定了房屋征收项目管理的范畴,并介绍了房屋征收工作的一般流程与内容。第三章通过对房屋征收项目工作现状的描述,讨论了目前管理工作中存在的问题,以及导致问题产生的原因。第四章根据第三章提出的问题和原因,对国有土地上房屋征收项目管理体系的框架进行设计,框架设计从四个方面进行:项目范围管理、项目时间管理、项目成本管理和项目风险管理。第五章以长春市女子劳教所棚户区地块房屋征收工作为应用案例分析,并从项目范围、时间控制、成本降低和风险规避等方面对项目管理提出了诸多建设性意见。
[Abstract]:In recent years, China's economic structure has been constantly adjusted and social wealth has been accumulated, so that more and more people choose to enter urban life. This phenomenon has led to the development of China's urbanization. As a result of the accelerating pace of urban construction in China, the scale of urban construction has become larger and larger. However, due to the limited land area in China, in order to meet the needs of Chinese residents for the development of urbanization, The state is about to make effective use of the limited land. Most of the urban land in China has already been developed, so the work of transforming the old cities and collecting houses on this basis has become an inevitable link in speeding up urban construction. In January 2011, The State Council has promulgated and implemented the regulations on the Collection and compensation of Housing on State-owned Land, which marks the replacement of the term "house demolitions" by "house expropriation", while the government has become the main body of housing expropriation. Housing collection is the basic work of urban construction, which is very important to the development of a country's economy and society. And there are many stakeholders involved in housing expropriation, all parties can not reach agreement on interest issues, so various problems and contradictions are gradually revealed, hindering the development of the urbanization process. How to solve the problems existing in the process of housing expropriation and the reasonable distribution of interests have aroused widespread concern from all walks of life. Project management refers to the activities of project managers, under the constraints of limited resources, time and other conditions, to effectively manage the contents of the project by using systematic management methods. The housing expropriation project belongs to the field of engineering projects. Therefore, the related theory of project management can be introduced into the building collection management to improve the efficiency and efficiency of the collection management. Based on the methods of literature study and case analysis, this paper discusses the management of urban housing expropriation project by taking the project of house expropriation in the shantytown of women's reeducation for women in Changchun Nanguan District as the research object. This paper is divided into five chapters. The first chapter describes the development and research direction of project management at home and abroad as well as housing collection management. The second chapter combs the related theories of project, project management, house expropriation project management, etc. This paper discusses the similarities and differences between house expropriation project management and general project management, defines the scope of housing expropriation project management, and introduces the general process and content of housing expropriation. This paper discusses the problems existing in the current management work, and the reasons leading to the problems. Chapter 4th designs the framework of the management system of the housing expropriation project on the state-owned land according to the problems and reasons put forward in the third chapter. The framework design is carried out from four aspects: project scope management, project time management, project cost management and project risk management. Chapter 5th applies the case study to the collection of housing in the shantytown of women's reeducation centers in Changchun. Some constructive suggestions on project management are put forward from the aspects of project scope, time control, cost reduction and risk aversion.
